RFI Information Worksheet to be filled out for RFI Solicitation Number: 2014-RFI-16513 NAICS Codes: 423450 and 339113 Title: Request for Information - Respiratory Protective Devices and Surgical Masks Synopsis: This is a request for information. It is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to: (1) Obtain information on the manufacturing capability and capacity to provide Respiratory Protective Devices (RPDs) and surgical masks. (2) Make use of this information to inform acquisition strategies that may be used to support preparedness and response to public health emergencies requiring the use of Respiratory Protective Devices or surgical masks. Background: Within the Federal government, the Department of Health and Human Services (HHS) is tasked with protecting the civilian population by providing leadership in research, development, acquisition, deployment, and use of effective medical countermeasures to treat the adverse health effects resulting from intentional exposure to chemical, biological, radiological, and nuclear (CBRN) threat agents, pandemic influenza and emerging infectious diseases. The 2009 H1N1 influenza pandemic exemplified the unpredictability and rapidity with which a novel influenza strain can impact the world's population. With a historic effort from both Government and industry partners, vaccines were developed and available to the public six months after the initial outbreak. Despite high infection rates, the 2009 H1N1 virus was only mildly pathogenic, with relatively low rates of accompanying morbidity and mortality in the general population. However, it is possible that future pandemics will feature morbidity and mortality rates comparable with more severe pandemics such as 1957. The ever-present and ever-evolving threat of pandemic influenza presents a compelling need for the federal government to optimize preparedness using medical countermeasures currently available in the marketplace and to develop innovation in the prevention and treatment of influenza disease. Respiratory Protective Devices are critical for health care providers treating or providing care for patients experiencing respiratory illness that could result from pandemic influenza or emerging infectious disease. In addition, they are critical for first responders at other chemical, biological or radiological incidents. These incidents can quickly overwhelm the health care and first responder resources of the locale and the region. In a public health emergency, hospitals will need to surge the medical capabilities required to provide Respiratory Protective Devices to patient support personnel and first responders. Requirement: The Assistant Secretary for Preparedness and Response (ASPR) and the Centers for Disease Control and Prevention (CDC) are seeking information from the manufacturing community on Respiratory Protective Device (RPD) and surgical mask products and manufacturing capabilities. Submission Instructions: Respondents (manufacturers) are asked to provide only the most pertinent information, data, and materials necessary to adequately convey a declaration of capability in line with this notice. Respondents (manufacturers) are asked to provide a cover page that contains the following information: 1. All Point of Contact information (email addresses, phone numbers, and mailing address) 2. DUNS number 3. All relevant NAICS Codes 4. Identification as a large or small business. If small, indicate the classification. 5. Identification of services on any Federal Supply Schedules, if any, and the relevant schedule numbers. 6. Information on what capabilities are needed to build capacity. Respondents (manufacturers) are asked to provide the following information for the top 5 selling products (by units sold) that are or potentially could be used in the healthcare industry for Powered Air Purifying Respirators, Elastomeric half-facepiece respirators (EHFRs), N95 Filtering Facepiece Respirators (FFRs), and Surgical Masks. Additionally, the following information is also requested for all FDA cleared N95 FFRs and pediatric Surgical Masks: 1. General Information on the Company's line of products and market capabilities (attach as an electronic pdf or Microsoft Word document) 2. Information on manufacturing capabilities, capacities and market information that address the following questions (Use accompanying Microsoft Excel Spreadsheet): a) The location(s) of manufacture for each RPD model (country, city, State). b) The time required to deliver to a new buyer at current (normal) demand: - 50,000 units, 100,000 units, and 250,000 units for N95 FFRs or surgical masks - 1,000 units, 2,500 units, and 5,000 units for PAPRs or EHFRs c) How is the product packaged for volume purchase? Provide quantity contained and dimensions of the package (LxWxH). d) Length of time (years) each model can be stored on shelf in original packaging and remain effective for use. e) Is the expiry date displayed on product packaging or product itself? f) The average monthly domestic and international manufacturing production over the past year (units per month). - The percentage of production surplus g) The maximum monthly surge capacity (domestic) that can be achieved and sustained over a 12 week period. h) The ramp up time needed (days) to achieve maximum production. i) How quickly would production be expected to begin ramping up to meet increased demand, and what would be the main factors delaying production increases? j) Anticipated duration that maximum production could be maintained and limiting factors for continued production k) Estimated number of each RPD model sold for disaster preparedness (units per State). l) List of required components, subassemblies, and accessories as well as quantities needed, for complete assembly for each model (filters, hoods, battery packs and other related items). m) Location of manufacturer for these components, subassemblies, and accessories. Proprietary information, if any, should be minimized; please segregate and CLEARLY MARK proprietary information. This REQUEST FOR INFORMATION is in accordance with FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997), as such, any information received will be for the purpose of planning only.
