Y - Renovate-Expand BLDG 28 and 9 St Cloud MN 100% Service Disabled Veteran Owned Small Business Set-aside THIS IS A TOTAL 100% SDVOSB SET-ASIDE. The Department of Veterans Affairs, VA Midwest Health Care System (VISN 23) Network 23 Contracting Office (NCO 23) on behalf of the St. Cloud VA Health Care System, intends to issue a Request for Proposals (RFP) to award a single, firm fixed-price contract for completion of general construction project 656-339 "Renovate and Expand Building 28 and 9" at the St. Cloud VA Health Care System, St. Cloud, Minnesota. The solicitation will be conducted in accordance with FAR Part 15 (Contracting by Negotiation) and Part 36 (Construction) and will be evaluated with procedures therein. The solicitation will be advertised as a 100% SDVOSB Set Aside. The applicable NAICS Code is 236220. The small business size standard is $33.5 million. The Magnitude of Construction is between $5,000,000 and $10,000,000. The estimated period of performance is 720 calendar days after issuance of the Notice to Proceed to Construction. The planned project includes all labor, materials, tools and equipment required to renovate 16,500 square feet and add 9,650 square feet to building 28 converting the old Acute Psych ward into the Residential Rehab Treatment Program, provide additional bed count and add a corridor connection to building 9. The scope of planned construction includes but is not limited to general construction, installation of equipment, alterations, mechanical, electrical, utility systems and other items. Construction will be in accordance with existing approved plans and specifications. All work shall be performed and completed in accordance with approved specifications and drawings which will be published with the actual solicitation. The solicitation documents including specifications and drawings will be issued not less than 15 days following posting of this pre-solicitation notice. The anticipated solicitation issue date is expected to be approximately June 9,2014. Proposals will be due not less than 30 days after issuance of the solicitation. A site visit will be scheduled and specific information for the site visit will be announced upon Solicitation issuance. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. Specifications and Drawings for submitting a bid will be available at http://www.fedbizopps.gov/. Prospective Contractors shall note that this solicitation is planned as a 100% SDVOSB set-aside. Offerors must be verified as an SDVOSB in the Department of Veterans Affairs VetBiz system in order to be eligible for award (www.vetbiz.gov) All respondents must be registered in the System for Award Management (SAM) database at http://www.sam.gov and complete online Representations and Certifications at http://www.sam.gov, along with Vets 100 at (http://vets.dol.gov/vets100/). Amendments to the solicitation will be posted at http://www.fedbizopps.gov/. All parties must obtain all notices and amendments to the solicitation through this web site. Hard copies will not be mailed. Bid, Payment and Performance bonds will be required. A list of site visit attendees will be published on the FBO website, following the site visit. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List. No other information is available until issuance of the solicitation. No list of proposers is maintained.
