Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement Contract N00019-12-G-0006 with the Bell Boeing Joint Project Office on an 'other than full and open' competitive basis to update Non-Recurring Engineering to bring MCOI up to the current Block B/C/20 production configuration and to update Recurring Engineering for Mission Computer Obsolescence Initiative (MCOI) and MCOI-Common Aircraft Portable Reprogramming Equipment (CAPRE) interface configuration changes. Resulting contract will requiring contractor to deliver and install (49) MCOI-CAPRE Interface kits for CV-22; deliver and install (40) MCOI kits for CV-22; deliver and install (137) MCOI retrofit kits for MV-22. Resulting contract will include an option for (12) MCOI systems for use as interim spares/trainers for CV-22, and an option for (5) MCOI CAPRE interfaces for use as interim spares for CV-22, and an option for (1) V-22 Engineering Systems Test Lab (VESTL) kit. Bell-Boeing possesses the requisite knowledge and expertise required to update and install the MCOI configuration changes. Only Bell Boeing can incorporate the upgrade into the production line, in an expeditious manner, minimally impacting cost and schedule. Only Bell Boeing can incorporate the required logistics support information into the V-22 maintenance documentation to expeditiously facilitate the rapid retrofit of the capability into fielded V-22s.
