- SYNOPSIS This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center Crane Division has a requirement for fabrication and rework of two sizes of shipping containers. This requirement is in support of the Navy's EA-6B, EA-18G, ALQ-99 Tactical Jammer and other DoD platforms/requirements. The containers being procured/reworked are used to ship/store the transmitters and pods of the AN/ALQ-99 system. A portion of this effort will be in support of Foreign Military Sales (FMS) requirements. It is anticipated this action will result in one or more five year firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts, in accordance with FAR 52.216-27. The minimum contract quantity is First Article New Build of one (1) Large Container. The maximum contract quantity is anticipated to be Rework of 500 Small Containers and 50 Large Containers, plus New Build of 75 Large Containers. FAR Part 12 procedures will be utilized for this procurement. This effort is 100% set aside for small business concerns IAW FAR Subpart 19.5 ‘Set-Asides for Small Business.' Small businesses shall be within a 250 mile radius of NSWC Crane to be eligible for award. Delivery is anticipated to be FOB Destination, with deliveries scheduled to occur/commence 60 days after award of each individual Delivery Order (for both new build and rework Delivery Orders). A solicitation will be made available at FBO. No hard copies of the solicitation will be mailed. For changes made after the closing date, only those offerors who provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
