- The project is Roof Replacement at the Joel Solomon Federal Building, Chattanooga, Tennessee. The procurement is a 100% Total Small Business Set Aside. The NAICS Code is 238160 Roof Contractors. Contractor shall furnish all labor, equipment, materials and supervision for installation of a new roofing system on the Chattanooga Courthouse. Roof areas to be replaced are 1B, 2B, 2A, 1A, and Cooling Tower roof. Roofs replaced shall come with an edge to edge, thirty (30) year manufacturer's NDL warranty and two (2) year contractor warranty, both to cover labor and material. All work must be conducted in accordance to the court schedule and shall be scheduled with the PM including weekends unless noted otherwise. All work, which many affect normal building operations including power interruptions, must be closely coordinated with the GSA Property Manager. Access to secured areas must be coordinated with the GSA Property Manager. Security clearance will be required for all personnel working on the project. Since no contractor employees will enter the building, they will not be required to pass full Government background checks. These employees must be escorted by supervisors and will undergo local federal law enforcement background checks to ensure that no convicted felons are working on the job. The contractor shall be responsible for the removal of all trash and debris generated during this project on a daily basis. Areas of the work will be swept, vacuumed, and policed. The contractor shall be responsible for the thorough cleaning of the space prior to final acceptance by the Government. All areas of the work including traffic areas shall be protected from dirt, dust, debris, spills, and splatters during the project. A Bid Bond will be required. Performance and Payment Bond will be required. Insurance will be required. The contract completion time is 180 calendar days. Liquidated damages are $137.19 per day.
