Description
GENERAL INFORMATION: The U.S. Government appreciates the time and effort taken to respond to this sources sought motorcycle maintenance training. The U.S. Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as PROPRIETARY under this statute. Pursuant to this statute, the U.S. Government is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the U.S. Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (over breadth in marking inappropriate data as PROPRIETARY may diminish or eliminate the usefulness of your response - see item 6 under Instructions for Completing the Questionnaire, below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The U.S. Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the U.S. Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the U.S. Government will not be protected once in the public domain. Data already in the possession of the U.S. Government will be protected in accordance with the U.S. Governments rights in the data. 4. Confidential data transmitted electronically, whether by physical media or not, whether by the respondent or by the U.S. Government, shall contain any restrictive legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for portions only of an electronic file, use the restrictive legends PROPRIETARY DATA BEGINS: and PROPRIETARY DATA ENDS. 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the U.S. Government shall also reproduce the asserted restriction legend and any explanatory text. DESCRIPTION OF INTENT: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE PERFORMANCE REQUIREMENT DESCRIBED BELOW. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this notice is voluntary and no reimbursement will be made for any costs associated with providing information in response to this Market Survey and any follow-on information requests. Data submitted in response to this Market Survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. PERFORMANCE REQUIREMENT: 1.1.1The contractor shall provide an instructor to provide OCONUS (Outside the Continental United States) Maintenance personnel with a total of five (5) days of instructional training. Training instructions shall include up to the fifth echelon (depot level maintenance) and will include recovery, evacuation, inspection, and replacement and/or repair of major assemblies. 1.1.2Individual training sessions shall be limited to a maximum of eight (8) students. The training period will be for five (5) sequential, eight (8) hour days, Monday thru Friday between the hours of 0700 and 1800, local time (exact time to be coordinated with the customer) at the Summit Senafront Maintenance Facility in Panama. Training will be conducted by way of live demonstration, electronic/paper visual aids, verbal explanations, and hands on participation from the students. 1.2 Technical Requirements: Upon completion, students will be able to: a. Identify all components and sub components of power distribution and network systems and explain the function of each (parts and pieces that make up motorcycle). b. Perform Owner maintenance (i.e. oil change, cable inspection, chain maintenance, light bulb replacement, brake replacement, filter replacement, suspension adjustment). c. Perform preventative maintenance with the aid of the owner's manual and differentiate between normal and extreme operation as defined in the operator's manual. d. Identify, inspect, and troubleshoot clutch, drive systems, chain & sprockets, valves etc. e. Identify, inspect, and troubleshoot suspension and steering components. f. Identify/analyze components of the brake system including hydraulic circuits, disc brake operation, fluid level, and system diagnosis. g. Identity key components of engine and explain how the components function. h. Locate accessory power sources. i. Identify/Operate electrical system components. j. Remove and replace brake pads/rotors. k. Replace worn/damaged front suspension components and perform a front end alignment. l. Complete engine overhaul. 1.3 Customer-Furnished Property and Services 1.3.1 In addition to identifying trainees, the customer shall provide, Motorcycles for training purposes, classroom(s) and/or work space, and a maintenance shop. The classroom will be equipped with desks, tables, chairs and a white board (at a minimum). The maintenance shop will be equipped with electrical outlets, shop tools, and equipment such as a mechanics tool box, compressed air, lubricants etc. to support motorcycles during training. 1.4 Contractor Provided Support 1.4.1 The contractor shall provide a Spanish speaking instructor or an interpreter for an English Speaking instructor. 1.4.2 The contractor will provide all life support for personnel to include airfare, hotel accommodations and transportation (rental car) to and from designated work site. 1.4.2The contractor shall provide applicable classroom reading material and cutaways necessary for instruction up to the depot level. 1.5 Contractor Provided Reports and Data 1.5.1 The contractor shall deliver one (1) copy of the Training Plan in Microsoft Word or Excel Format at least twenty (20) days prior to the start of the training class (CDRL A001) to the COR. The COR will review the plan and provide any comments within ten (10) days of receipt. The training Plan shall contain daily lesson plans. Upon completion of training, the contractor shall deliver one (1) copy of the Final Training Report in a Word document and/or Excel spreadsheet within ten (10) days of conclusion of training (CDRL A002) to the COR. The report, in contractor format, shall include the following: - Daily Class Roster/Attendance Sheet - Lessons Completed - Student Assessment (i.e. student critique) 1.5.2 The contractor shall provide Certificates of Course Completion to all successful students (contractor format is acceptable).
