- The USDA Forest Service, Northern Research Station intends to initiate a Request for Proposal (RFP) procurement action and award a negotiated, Firm-Fixed Price contract for replacement of St. Paul, MN Chiller system. The contractor shall provide all equipment, labor, materials, supervision, parts, supplies, and incidentals necessary to accomplish the replacement of the HVAC Chiller system. The acquisition will be solicited using the procurement processes prescribed in Part 12, Commercial Items, and Part 15, Contracting by Negotiation per Federal Acquisition Regulations. The period of performance will be from approximately July 1, 2014 to December 31, 2014 with an anticipated start date of September 8, 2014 for demolition. 3. The Government will award the contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the RFP will be the Best Value to the Government. The award may be made to a superior offeror which is not the lowest offered price, but which is significantly more technically advantageous than the lowest offer; therefore, justifying an award to a higher price offeror. Proposals will be reviewed for completeness and evaluated for acceptability against the following evaluation facts listed. FACTOR 1): Experience and Qualifications of Contractor and Key Personnel [and Subcontractors, if applicable]; FACTOR 2): Past Performance; FACTOR 3): Technical Capability (sub factors: Technical Approach and Quality Control/Quality Assurance), & 4) Price Factors 1, 2, and 3 when combined are more important than Factor 4. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and is the "greatest value" to the Government, cost and other factors considered. A Pre-Proposal Meeting is scheduled for Wednesday, May 28, 2014 at 1:00 pm Central Standard Time located at: USDA Forest Service, Northern Research Station, 1992.
