- RFI and GPAT for Mail Meter This RFI is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a request for quotations. This notice does not constitute a Request for Bid, Request for Quote or Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. 1. PURPOSE The US Forest Services, Rocky Mountain Region (R2) Acquisition Management (AQM), is conducting a market analysis with this RFI to refine the requirement and determine the most suitable approach for acquiring and fulfilling the needs for support services that address the needs of the region. The information collected in this RFI will be used to define the government's requirements and create the appropriate acquisition strategy. Responding to this RFI does not automatically include the responder on any bidders list, if such a list is developed. Depending on the quantity and quality of the responses received, the criteria may serve to generate the initial pool of potential contractors to be invited to respond to a resulting solicitation. 2. OVERVIEW AND CAPABILITIES R2, AQM is looking for information on services and equipment (supplies) associated with Mail Metering/Processing Machines and Related Software including installation and removal, full service maintenance, all consumable supplies, key operator training, reports, network functionality, and network security. Information on Operational Lease and or the Purchase to Own should be included. NAICS: 423420 Product Code: 7490 Currently The Rocky Mountain Regional Office Mail Room is responsible for processing all incoming and outgoing letters, parcels, and packages (Mail Room operations do not include "Freight"). The Mail Room handled approximately between 600 to 1,500 pieces of outgoing mail items yearly. In FY 2013 mailroom operations included USPS First Class mail, permit mail, and UPS or Fed Ex small parcel/package shipping. Equipment must meet the minimum of the following requirements (Brand Name or Equal): • Equipment must be from USPS-approved manufacturer via authorized distribution channels (https://www.usps.com/business/postage-meters.htm) • USPS - approved Information Based Indicia (IBI) system capability (printed indicia and mail system must be capable of providing USPS Commercial Base Pricing on Priority and Express Mail) • Ability to update postage rates and changes • Ability to handle packages up to ¾ inch thick • Power line conditioner (as required) • Ability to create reports on postage spent Shipping and Receiving Software System capable of tracking incoming mail, parcels and freight for the Rocky Mountain Regional Office, with the following minimum requirements: • Ability to track packages and or documents from the point at which they are dropped off by the carrier at Rocky Mountain Regional Office to the point at which it is delivered to the intended recipient. • Personal Digital Assistant, that scans, uploads/downloads data and captures electronic signature as well as accessories to support the device. • Wireless USB Wedge Barcode Scanner Type Device and accessories to support the device • Ability to create receiving reports and signature history reports • Ability to retrieve historical reports • Software must be compatible to Application Operating System 64-bit mode, Windows 7 This requirement must meet the Section 508 and the information, documentation, and support requirements from 36 CFR part 1194 Subpart D have been determined to apply to this acquisition. The contractor must describe how the information, documentation, and support proposed for Mail Metering/Processing System deliverables meet at least those information, documentation, and support requirements identified as applicable in the attached Government Product/Service Accessibility Template (GPAT).   3. Questions will be answered by posting answers to the GSA EBuy site; questions shall NOT contain proprietary or classified information. 4. SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Mail Metering/Processing System. The information provided in the RFI is subject to change and is not binding on the Government. The USFS has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
