This is not a Request for Proposals and does not constitute a commitment, implied or otherwise, that the Government will take procurement action on this matter. Requests for a solicitation will not receive a response. The Government will not be responsible for any cost incurred in furnishing information provided under this Sources Sought Announcement. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of the domestic production base. 1. OVERVIEW The U.S. Army Product Manager Soldier Maneuver Sensors (PM SMS) and the Communications-Electronics Research Development and Engineering Center (CERDEC) are conducting a Sources Sought market survey to identify sources with the interest and capability to provide a Family of Weapons Sight (FWS) Crew Served (CS) system. The FWS CS goal is to acquire and field a standalone weapon mounted sighting device that meets the requirement of the approved FWS CDD. The FWS CS will be developed for the M2, MK19 and M240 weapons and will provide day/night capability and will enable a crew served weapon gunner to more accurately engage targets in less time than with currently fielded products. This will be done by utilizing a Helmet Mounted Display and disturbed reticle that adjusts the reticle location based upon range data from an integrated laser range finder or from a Small Tactical Optical Rifle Mounted (STORM) Micro-Laser Rangefinder (MLRF). 2. REQUIREMENTS The basic technical requirements are divided into categories to enable companies that have solutions in a particular field(s) to provide informational responses on their area of expertise. 2.1. System Requirements The FWS CS system shall be able to survive MIL-STD-810G tests (weapon shock, salt/fog, immersion, temperature, etc.). The FWS CS system shall meet MIL-STD-461 Electromagnetic Interface Requirements. The FWS CS system shall meet AR 70-38 Hot basic and Cold -40 (T) -46 (O). 2.2. Weapon Sight The weapon sight with batteries, without carrying case, shall not exceed 40 ounces (T), 36 ounces (O). The weapon sight shall mount on the MIL-STD-1913 integrated rail. The weapon sight shall allow for repeatedly attaching and detaching to the MIL-STD-1913 integrated rail with a constant return to zero location within.50mrad (T),.25mrad (O). The weapon sight shall be a standalone optic that provides imagery in total darkness and obscured conditions. The weapon sight shall provide the user the ability to detect/recognize man-sized targets during night and limited visibility scenarios with the appropriate magnification to achieve the required probability of recognition: During night, greater than 0.7 P/r 2400m (T), greater than 0.7 P/r 3000m (O). The weapon sight shall have a minimum FOV of: 9.0 Deg (T), 18.0 Deg (O). The weapon sight shall have a focus range of 10 meters to infinity. The weapon sight shall be operable by internal L91 battery power in all climactic conditions for at least 7 hours full-on with one battery change (T). The weapon sight shall have a low battery indicator that alerts the operator when approximately 15 minutes of battery life remains. 2.3. Disturbed Reticle The FWS CS shall create disturbed reticle ballistic solutions based upon target range and weapon/ammo ballistic data utilizing a wired interface to a STORM MLRF (T) or an integrated range finder with +/-5 meter accuracy (O). 2.4. Helmet Mounted Display The Head Mounted Display (HMD) shall wirelessly receive weapon sight data for viewing. The HMD shall be operable by internal L91 battery power in all climactic conditions for at least 7 hours full-on with one battery change (T). The HMD shall have a low battery indicator that alerts the operator when approximately 15 minutes of battery life remains. The total weight of the HMD, with battery pack and wireless transceiver shall be less than 10 ounces (T), 7 ounces (O). 2.5. Heads Down Display The Heads Down Display (HDD) shall display the weapon sight information with 640 horizontal x 480 vertical (T) or 1920 horizontal x 1200 vertical (O) resolution. The HDD shall mount on the MIL-STD-1913 integrated rail (T) or be integrated into/onto the sight (O). The HDD screen size shall be 3.5 quote mark to 6 quote mark diagonal. The HDD shall be powered from the weapon sight. 3. INSTRUCTIONS TO POTENTIAL RESPONDENTS - DELIVERABLES This is NOT a Request for Proposal. Companies that desire to participate in this sources sought are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to satisfy the requirements. The response should discuss the company's ability to adapt and/or provide existing technologies that have the required capabilities. Potential responders should briefly discuss their experience in having conducted a First Article Test and delivered product against a military contract. Specifically, any interested companies are requested to provide the following information: 1)Name of Company 2)Business CAGE code 3)Point of contact and phone number 4)Size of Business according to North American Industry Classification System (NAICS) Code 333314 5)Other suggested NAICS codes for this program and your size classification based on these codes. 6)Company certifications (e.g. ISO-9001, ASI-9100, CMMI) 7)Would you propose on a potential procurement as a prime or subcontractor? 8)Information on whether the product is considered commercial in accordance with the quote mark commercial item quote mark definition found in Federal Acquisition Regulation (FAR) part 2.101. 9)Information on relevant similar products to the design that is projected to be proposed to include: a.Data sheets b.A description on why the product is considered relevant c.Any modifications that would be required to meet the technical requirements d.Total quantity of the item that has been produced and over what timeframe e.Maximum sustained production level and the number of consecutive months that it was maintained f.Estimated proportion of work, in terms of the cost of manufacturing the items (not including the cost of materials), which could be achieved with in- house resources 10)Information on First Article Testing (FAT) with a description of any Government required FAT that has been successfully completed to include contracting agency and contract number. 11)The timeline for completing the following tasks (assume day 1 is the day of contract award): a.Completing any required design efforts b.Initial systems fabrication c.Preparation for conducting the required First Article Testing d.Conducting the actual First Article Testing e.Delivery of first production quantities 12)Top five long lead-time components (and projected lead-times) For the purposes of companies submitting their projected production abilities and capacities, the Government is projecting an award for a production quantity of approximately 25,310 units. Responses must be no longer than eight pages in length. Data sheets, if included, do not count in the eight page maximum. Comments on the above requirements are also welcome. Interested parties may submit their interest and ability to satisfy the Government's requirements to the point of contact listed below. These will be reviewed as they are received.
