Description
THIS IS A NOTICE OF INTENT, AND NOT A REQUEST FOR A PROPOSAL. The Office of Research Facilities (ORF) Development and Operations, National Institutes of Health (NIH), intends to issue a solicitation within 15 calendar days on or around May 22, 2014 for an 8(a) competitive Design-Build Construction contract. This project consists of decommission and demolition of two (2) structures, buildings 7 and 9 located in Bethesda, Maryland on NIH's main campus. PROJECT BACKGROUND NIH Building 7 was a research building; it has 3 floors plus ground floor with a total area of 53,500 GSF. Due to research function constraints and inadequacy of the utilities to support the facility, the building was vacated in 2005. It will be the first of the two buildings to be demolished as directed by the Government; it is currently vacant and unoccupied. NIH Building 9 is an administration and research building; it has 1 floor plus basement with a total area of 38,900 GSF. The office spaces in Building 9 are currently occupied by eight (8) Institutes and ORF offices. The institutes are currently being relocated to new facilities. The two (2) buildings are to be demolished to make space for a new research building. PROCUREMENT STRATEGY Pursuant to FAR Subpart 15.3, NIH will employ source selection tradeoff procedures to procure and award the Construction contract for this project, and is set aside for 8(a) competition. All evaluation factors other than cost or price, when combined, are significantly greater than cost or price. This is a Two Phase Design Build Selection Procedure in accordance with FAR 36.303-1(b). This is a Two-Phase selection process. Initially, all Offerors are to submit qualifications statements in response to Phase I Request for Qualification (RFQ) criteria only. The Government will evaluate the Offeror's Phase I qualifications statements and develop a "shortlist" of technically qualified firms per market tier. The Government shall select the most highly qualified Offerors not to exceed three (3), i.e. 8(a) firms deemed as most technically qualified, will then be contacted and requested to provide a Proposal in response to the Phase II evaluation factors. Only those firms deemed as most technically qualified shall submit proposals for Phase II technical evaluation; firms not deemed most technically qualified shall not submit Phase II proposals. The resulting contract shall be awarded as a Firm Fixed price. This solicitation will be distributed solely through the Federal Business Opportunities (FBO.gov) web-site. Once the solicitation is posted, interested parties are responsible for reviewing this site frequently for any updates and/or amendments. The solicitation will be a 8(a) set aside under the North American Industry Classification System (NAICS) code 236220 (Commercial and Institution Building) with a size standard of $33.5 million. Magnitude of Construction is between $1 million and $5 million. No phone inquiries will be accepted.
