Description
Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with the CerTech, 7099 N. Atlantic Avenue, Suite 300, Cape Canaveral, FL 32920. The requirement is for 462 (ea) testing vouchers for students to take the Basic Electricity and Electronics(BEE) online certification test for Electronic Technicians. The Basic Electricity and Electronics (BEE) certifications are accredited by the International Certification Accreditation Council (ICAC) to meet ISO 17024 guidelines. The BEE certifications are performance-based online exams. These exams will test hands-on troubleshooting skills utilizing a multi-meter, function generator, and oscilloscope along with an electronic trainer and test cards. The BEE consists of 4 individual certifications focusing on basic electricity and electronics fundamentals in the following four subject areas: Alternating Current (AC) Direct Current (DC) Analog Circuits Digital Circuits The NAICS code is 611710. The authority for this non-competitive award is 10 USC 2304(c) (1), only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 7:00 a.m.,EST on 13 May 2014, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government.
