INTRODUCTION This publication constitutes a RFI notice pursuant to FAR Part 15.201(e). The Government does not presently intend to award a contract but wants to obtain technical capabilities, and price, development schedule, and other market information for planning purposes. Written follow-up questions may be asked of responders for clarification, but this will not indicate a selection of preference. This is not a commitment to fund any effort submitted in response to this request. Any costs related to preparation of a response to this RFI is borne by the party submitting the response. The Naval Air Systems Command, Patuxent River, Maryland is seeking qualified sources that can provide a capability for Communication and Connectivity While Jamming (C2WJ). II. WARFIGHTING OBJECTIVE The F/A-18 & EA-18G Program Office (PMA265) is exploring the potential development of a C2WJ capability for tactical aircraft use that reduces cosite interference to allow reliable reception without adversely affecting transmission. Cosite interference is the interference which is caused by the transmitters to receivers which are collocated on the same vehicle. Tactical aircraft require reliable communications and tactical data network connectivity during operations. The close proximity of transmitters in the same or adjacent bands can cause interference that disrupts or degrades reception. This issue is exacerbated for aircraft carrying jamming systems or other high power transmitters. III. TECHNICAL AND COST INFORMATION Notional Requirements and Performance of the C2WJ System The C2WJ system's primary performance goal is to maintain reception for the following systems: Multifunction Information Distribution System (MIDS) (Link-16), Tactical Targeting Network Technology (TTNT), and two V/UHF radios (AN/ARC-210). This should be accomplished while the nearby high power transmitters are operating in an adjacent bandwidth or within the same bandwidth without adversely affecting the transmissions. Other systems to be considered are: Global Positioning System (GPS) and Identification, Friend or Foe (IFF) (AN/APX-100). Specific receiver and transmitter system performance levels will be provided in Government Furnished Information (GFI) packages to qualified respondents. The ultimate performance goal would be to obtain full receive performance at all times for all transmitter output conditions. The information sought is the receive performance obtainable for a feasible C2WJ system considering cost, size, weight, power, complexity, reliability, and integration impact. A notional C2WJ system is anticipated to consist of two (2) primary segments: one (1) segment that provides frequency notches in the interfering transmitter output for protecting communication and connectivity (C2) signals and reduces spurious, intermodulation products and harmonics from the transmitters; and the second (2) is a segment that removes residual cosite interference from the input Radio Frequency to affected receivers. However, responses are not restricted to this concept. Responses for complete system concepts, sub-systems, and relevant technologies that address the primary goals are welcomed. Responses regarding a complete system should provide data describing how the system addresses the primary goals. Responses should also address enabling technologies at the subsystem level for potential integration with other developer's subsystems based on their ability to meet the complete system requirements. Respondents to this RFI should provide: Technical Information: • Relevant technology available and maturity level • System and sub-system concepts • Estimated performance based on analysis of GFI and technical approach • Technical analyses or measurements supporting the performance estimates for the respondent's C2WJ system or technology • For responses covering only sub-systems or technology, plans for integration into a complete system • Description of how the response addresses the performance goals • Integration impacts including: o Aircraft modifications including size, weight, power and cooling, and wiring o Intersystem interfaces and data exchanges o Avionics modifications. o Description of the technical risk areas in the C2WJ development, integration, demonstration, and manufacturing program phases Cost Information: • An estimate of non-recurring engineering cost of integration and demonstration which exercises the system capabilities in relevant operational environments. Provide any assumptions made regarding government furnished property, facilities or other support. • An estimate of the C2WJ complete system or component level unit cost for a Low Rate Initial Production (LRIP) I quantity of 15 units. • A top level description of a program plan and schedule for achieving a mature production program. • Estimate of total ownership costs, to include recommended maintenance concept. IV. LETTER OF INTENT Parties interested in responding to this RFI shall submit a Letter of Intent (LOI) no longer than six pages (including NDA and DD Form 2345), in Microsoft Word compatible format, on 8.5" x 11" paper, 12 point Times New Roman font with 1" margins to Brett.Middleton@navy.mil no later than Monday May 12, 2014 by 4:00 PM EDT with the following data, in order to verify credentials and capabilities of the respondents (Do NOT submit classified information). 1. An UNCLASSIFIED description of your company's concept(s) for meeting the top level capabilities listed at the beginning of this RFI 2. CAGE code 3. Classified Mailing Address 4. Point-of-Contact (POC) cleared to receive the classified portion of the GFI with either a Social Security Number or a Common Access Card (CAC) Electronic Data Interchange Personal Identifier (EDIPI) number 5. POC to contact for any necessary clarification, to receive additional information, for additional data required by the analysis, and for information on any necessary non-disclosure agreements 6. Unclassified GFI POC & Mailing Address 7. Completed Form DD Form 2345 Self Certification (http://www.dtic.mil/dtic/pdf/registration/DD2345.pdf) Receipt of the LOI is determined by the timestamp of the email as received by Brett Middleton. V. GOVERNMENT FURNISHED INFORMATION Companies must be registered with the Defense Security Service (DSS) to be eligible to receive Controlled Unclassified Information (CUI) and classified GFI. Respondents must complete Form DD Form 2345 certifying they will use the data only in ways that will maintain the protections afforded by U.S. export control laws in order to receive GFI. Requesting the GFI constitutes agreement to comply with FAR clause 252.204-7000 disclosure of information that prohibits release of unclassified information to the public without approval of the issuing activity. The following GFI will be provided to respondents that the Government determines to be qualified to receive CUI and classified information. The respondent's LOI as described in Section IV will provide information to support this determination. The GFI will be provided in two separate correspondences to qualified respondents. The first GFI package will be CUI and will be sent on Tuesday May 27, 2014. It will include: • Technical information and Concept of Operation (CONOPS) • Form DD Form 254 with the appropriate Security Classification Guides (SCGs). Please see Section IV • Templates for Cost & Technical data to assist the Government to quickly summarize the information • Avionics system information • Aircraft system information relevant to integration • Technology Maturity Assessment (TMA) Technology Maturity Self-Assessment (TMSA) Technical Work Breakdown Structure (TWBS) Template • Point of contact list for Contract Support Staff non-disclosure agreements The Government will provide a second classified GFI package to qualified respondents on Thursday May 29, 2014 that will include: • Classified Avionics and Weapons system information • Classified CONOPS and constraints • Classified Aircraft System interfaces Record of Receipt: Responding parties must submit an UNCLASSIFIED record of receipt of the classified GFI package, to Mr. Brett Middleton (Brett.Middleton@navy.mil) by Monday June 09, 2014 by 4:00 PM EDT June 9, 2014. VI. INDUSTRY DAY In support of this effort, a C2WJ RFI Industry Day will be held on Wednesday June 18, 2014 at a location to-be-determined (TBD) (Likely in Point Mugu, CA). The Government will have a session in which it will answer unclassified questions, systems overview presentation, and answer classified questions. Unclassified Industry Day questions can be submitted to Brett Middleton for Government consideration at Brett.Middleton@navy.mil. Do NOT send classified information to this email address. Classified Industry Day Questions up to SECRET can be submitted to the Contracting Officer's Security Representative as described in the Responses section below. Respondents should submit questions for Industry Day by Wednesday June 11, 2014. The Government may not answer questions received later than that. More details about Industry Day (classified visit requests, etc.) will be posted as an addendum to this RFI on FED BIZ OPS. Interested sources are advised that the Government contractor support staff described in Data Protection section will be in attendance. VII. RESPONSES Respondents shall provide a complete response to the GFI packages (Section V). The response shall be provided via one hardcopy and on CD ROM (or DVD) in Microsoft Word compatible format on 8.5"x11" paper using 12 point Times New Roman font with 1" margins. The response shall be provided in English. It is requested that the total response length, including both unclassified and any classified portions, have a total page limit of 50 pages total including any attachments or exhibits. VIII. CAPABILITY PRESENTATIONS Respondents may desire to give a capability presentation to the program in addition to the submission of an RFI response. Presentations shall be submitted no later than Tuesday August 5, 2014 by 4:00 pm EDT. However, the Government reserves the right to accept responses that come in after the deadline published in this RFI notice. The capability presentation shall include technical and cost information requested in section III above. The capability presentations shall not exceed 30 minutes and are limited to 30 slides. Presentations shall be limited to Microsoft PowerPoint format and shall be simplistic in format and should not include foam board presentations or other elaborate visual aids that do not add significant value to the technical information. Simplicity in format is highly encouraged. Capability Presentations are planned for the Week of August 18, 2014 (Tentatively schedule for Patuxent River, MD). Please submit one (1) hard copy and one (1) CD ROM electronic copy of your UNCLASSIFIED presentation in MS Office PowerPoint or PDF format no later than 4:00 PM EDT August 05, 2014.
