- RFI Questionaire The U.S. Coast Guard Surface Forces Logistics Center in Baltimore, MD is conducting market research to identify sources capable of supplying an Information Management system software package that contains an electronic web (browser) based database for use in asset management of its Oil Analysis program. Organizations having the expertise and required capabilities are invited to submit complete information discussing their ability to meet the below requirements; however, this is not a solicitation and proposals are not being requested at this time. The Coast Guard does not intend to pay for any information received. Responses shall be submitted no later than 21 May 2014. Responses must be concise and specific to the requirements mentioned below. Interested parties are requested to respond to the attached questionnaire. Background: The U.S. Coast Guard plans to establish a web (browser) based database that will have the capability to receive, report, store and trend oil test data from the USCG contracted oil testing laboratory as well as from the shipboard oil testing equipment, FluidScan handheld monitor, onboard new cutters. This IMS software package that contains the web based database will be hosted in the USCG network and maintained by its personnel. Specifications: The system shall have the following minimum specifications and features: The software shall have the following characteristics: • SQL compliant • Optimized for laboratories that specialize in the analysis of new and in-service (used) lubricants in support of equipment condition monitoring applications. • Analyzes real-time equipment condition. • Provides the user with data to make maintenance decisions based on lubricant and equipment condition • Fully integrated with Spectro Inc. instruments, including but not limited to o FluidScan Handheld Lubricant Condition Monitor • Capable of connecting to any analytical instrument equipped with either RS-232, USB, or Ethernet data output, including but not limited to o vibration, thermographic and performance data. • Records asset information relating to service intervals, maintenance actions, locations, status, etc. • User -selectable automatic alarms for data that exceed trends or levels • Web-based application. Users can access all necessary functionality through the internet using a standard web browser such as Internet Explorer, Firefox, Safari, or Google Chrome as well as browser-enabled cell phones and PDAs. • Nothing has to be installed on the cutter's computer to access application. • Duplicates the routine tasks of the laboratory and the assets being monitored. • Contains trending analysis and graphically displays data. • Shows status of each sample as it moves through the laboratory • Non-automated tests can be entered manually • Alarm based on absolute values or percentages • Alarm based on trending (variations over multiple samples) Additionally, the evaluation and reporting features of the software shall have the following characteristics • Results are color-coded with severity level • Evaluator assigns overall sample severity and comments • User defined library with short-hand for standard comments • Email sent with link to reports • Test results, graphs, comments, ferrographic and particle images Customer accounts for large and small organizations can be set up with sub-accounts and recipients can be designated to receive reports that are printed or sent by email. Equipment and component information are richly defined and include equipment and component identifiers. Utilities throughout the software include flexible searches, intelligent auto-completion during data entry, and tab-oriented user interface. Software shall have barcode scanner to input samples as they are analyzed. Software shall print both identifier labels and barcode labels. Objective: The Coast Guard's objective is to procure an IMS software package with an electronic database that meets the minimum specifications stated above. The browser-based system shall be the USCG primary tool for accessing historical and trend information on lube oil quality and equipment condition onboard cutters. The system shall provide a single end-to-end view of a sample lifecycle from sample submission and receipt to results entry. The software also provides all trending, imaging, numerical and textual asset data in one secure location. Shipboard and shoreside personnel shall see a comprehensive, historical view of lubricant and component condition for an engine, class of cutter or the entire fleet. It is the Coast Guard's intent to provide a performance based Statement of Objectives with CDRL development and review. The Statement of Objectives will include detailed requirements for deliverables, (software system specifications), installation, testing, technical support, software upgrades, and training. The successful offeror must provide, to the Government's satisfaction, an acceptable IMS software package that will be able to handle the oil analysis data requirements of more than 150 USCG cutters. Provision of technical support and software updates maybe required after procurement of software package.
