- Drawings SPECIFICATIONS This synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation, W91SMC-14-R-0002 is being issued as a PROPOSED Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23. This procurement is 100% set aside for HUBZone small business concerns. See FAR 52.219-3 Notice of Total HUBZone Set-Aside (Jan 1999) for the entire clause. HUBZone small business concern, as used in this clause, means a small business concern that appears on the list of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. Offers received from concerns that are not HUBZone small business concerns shall not be considered. The NAICS code is 236220 and the small business size standard is $33.5M. The magnitude of construction is $1-$5M. The Period of Performance for this effort is 365 days from issuance of Notice to Proceed. The work requirements to be performed by the offeror consists of providing all plant, labor, new and current material, transportation, equipment, tools, appliances, supplies, services, permits, insurance, bonds and supervision necessary to complete all of the work as identified in the Specifications and Drawings to Renovate Building Envelope, P-1 Hangar at the 183D Fighter Wing, Springfield, IL. The solicitation and subsequent amendments will be issued via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/index.html. The solicitation taht will be posted on or around 15 May 2014. It will be important to read the solicitation COMPLETELY. The government will not pay for any information submitted in response to this solicitation. The government reserves the right to cancel this solicitation at any time.
