- The Naval Facilities Engineering Command Europe, Africa and Southwest Asia, Naples, Italy plans to issue a solicitation for the installation of a new 983kW PV System, complete with Inverter Substation and related Electrical Substation for energy delivery to the Base MV Network. In addition the upgrade of the existing Weapons Area Electrical Substation SS-1, SS-2 and SS-3 shall be provided to get the Weapons MV Network compliant with ENEL requirement. Moreover for this purpose a new communication network shall be provided to manage the Weapons Area MV Network in compliance with ENEL requirement for active users. This project will require all labor, materials, equipment, transportation and supervision necessary for the installation of 983kW of ground mounted PV solar panels in the weapons area; dedicated substation; and advanced meter and associated electrical connections to the existing main substation. Panel tilt and orientation shall be optimized to produce maximum energy production. Project will also include water hose bibs to enable PV cleaning. Install PLCs and communication panels outside approximately 5 substations at Weapons Area. Install approximately 2.5 km of optical fiber for communication. Provide hardware upgrades for SCADA system for the remote control of the substation. Install software, data acquisition equipment, and work station at Building 618 for remote monitoring of SCADA systems. This energy project will provide economical, renewable, and environmentally sound electrical energy within the guidelines of the Energy Conservation Investment Program (ECIP). The Naval Facilities Engineering Command Europe, Africa and Southwest Asia (NAVFAC EURAFSWA) intends to issue a Request for Proposals (RFP) on or about May 20, 2014 for a firm fixed-price construction contract for the Constructing a PV Farm at Weapons Area, NAS II, Sigonella, Sicily, Italy. The anticipated requirement will be issued under Solicitation N33191-14-R-1027. The anticipated solicitation will be structured with the following Contract Line Items Number (CLIN): CLIN 0001 “ Firm Fixed-Price for the Construct PV Farm at Weapons Area, NAS II, Sigonella, Italy: All labor, management, supervision, tools, materials, travel, transportation and equipment necessary for the entire work, complete and in accordance with the drawings and specifications. This requirement will be solicited using competitive negotiation procedures under FAR Part 15 under the North American Industry Classification System (NAICS) Code 236210. In accordance with FAR 236.204(ii), the estimated price range for this project is between $5,000,000 to $10,000,000. The Government intends to award one (1) firm fixed-price contract. Award will be made to the responsible offeror whose proposal, conforming to the Request for Proposal, will be most advantageous to the Government resulting in selection of the Best Value offeror, price and other factors considered. The solicitation is expected to be posted to NECO on or about May 20, 2014. Proposals will be expected to be due by June 19, 2014. All dates are tentative and are subject to change. This project will be a single phase unrestricted procurement and will utilize Best Value Source Selection using Trade-off procedures requiring the submission of both technical and price proposals and a submission for responsibility determination for evaluation by the Government. The NAICS Code for this procurement is 238210. The contract duration is 180 calendar days after notice to proceed. This is a new procurement. It does not replace an existing contract. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government.
