- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the below line items (Item No.s 1 thru 5) that are required to meet the attached NASA, Kennedy Space Center (KSC) Specification # 79K80463 Hose Assembly (with below REVISIONS*). NOTE: As per NASA, KSC Specification, specifications as to 9. CLEANING on Sheet 1 (reference attached KSC-C-123J Surface Cleanliness of Ground Support Equipment Fluid Systems, Specification for) and 10. TESTING on Sheet 1 are also both applicable. All other specifications, as called out for, within the referenced NASA, KSC Specification # 79K80463 are also applicable. SPECIAL REQUIRED FAR CLAUSES AS TO BELOW ITEM NO.'S 1 THRU 5: FAR 52.246-15 Certificate of Conformance (NASA Quality Code QA Code Q2) is applicable to all line items for products. Contractor will be required to submit FAR Certificate of Conformance with delivery of all items; and FAR 52.211-16 Variation in Quantity (b): The permissible variation shall be limited to: one (1) percent increase and one (1) percent decrease.This increase or decrease shall apply to Item No.s 1 through 5. NOTE: Reference NASA, KSC Specification # 79K80463, Sheet 5 under SPECIFIC NOTES: in B as to length tolerance as to the one (1) percent. *REVISIONS (AS DATED MAY 6, 2014) TO NASA, KSC SPECIFICATION # 79K80463 (as to below Item No.s 1 thru 5): SHEET 2: 13. APPROVAL: This is deleted as not applicable as no changes are to be allowed to the drawing (with exception of the deletion of the back-up wrenching hex as noted below as to drawing on Sheet 5) as items are required to meet the referenced required NASA, KSC Specification. 14. VENDOR DATA: Offeror awarded future contract will be required to provide three (3) sets of non-restrictive assembly drawings, parts, lists, technical data, instructions, etc. suitable for inspection, test, and maintenance. 15. INSTALLATION REQUIREMENTS and 17. MOUNTING ATTITUDE: These are not applicable to Offeror. SHEET 5: The back-up wrenching hex, as shown in the referenced drawing, is not required on the hose assemblies. There is no replacement drawing that does not show the back-up wrenching hex. SHEETS 6 and 7: These are not applicable to Offeror. ITEM NO. 1: NASA, KSC Part # 79K80463-1-6000. Hose Assembly: 1/4 Nominal Bore (-4), PTFE hose core, 300 Series Stainless Steel (SS) Braid, with -4 AN-818 fittings on each end, 50 ft. long (600). NOTE: FAR 52.211-16 Variation in Quantity: + or 1% in Length; Quantity/Unit:4 each. ITEM NO. 2: NASA, KSC Part # 79K80463-10-1000. Hose Assembly: 3/4 Nominal Bore (-12), PTFE hose core, 300 Series SS Braid, with -12 AN-818 fittings on each end, 8.33 ft. long (100). NOTE: FAR 52.211-16 Variation in Quantity: + or 1% in Length; Quantity/Unit:3 each. ITEM NO. 3: NASA, KSC Part # 79K80463-10-3000. Hose Assembly: 3/4 Nominal Bore (-12), PTFE hose core, 300 Series SS Braid, with -12 AN-818 fittings on each end, 25 ft. long (300). NOTE: FAR 52.211-16 Variation in Quantity: + or 1% in Length; Quantity/Unit:9 each. ITEM NO. 4: NASA, KSC Part # 79K80463-7-1500; Hose Assembly: 1/2 Nominal Bore (-8), PTFE hose core, 300 Series SS Braid, with -8 AN-818 fittings on each end, 12.5 ft. long (150). NOTE: FAR 52.211-16 Variation in Quantity: + or 1% in Length; Quantity/Unit:1 each. ITEM NO. 5: NASA, KSC Part #: 79K80463-10-0480; Hose Assembly: 3/4 Nominal Bore (-12), PTFE hose core, 300 Series SS Braid, with -12 AN-818 fittings on each end, 4.0 ft. long (48); NOTE: FAR 52.211-16 Variation in Quantity: + or 1% in Length; Quantity/Unit:6 each. ITEM NO. 6 Shipping Cost for required FOB Destination to NASA, KSC in Florida 32899. Quantity/Unit:1 lot. DELIVERY of Item No.'s 1 thru 5 required to be FOB DESTINATION to NASA, KSC in Florida 32899 is required within 8 weeks ARO (to our dock). Contractor will be required to submit FAR 52.24615 Certificate of Conformance with delivery of Item No.'s 1 thru 5. IMPORTANT NOTE: Do not take any exceptions to the RFQ or your quote will be considered not responsive to the RFQ. Please submit all required info and documentation. Please confirm that you will meet all required FAR clauses (including the two listed above) so that your offer is responsive to the RFQ. Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable Offeror. Technical acceptability will be determined by review of information submitted by the Offeror which must provide a description in sufficient detail to show that the products offered meets the Government's requirement. Offers for the items(s) described above are due by May 22. 2014 at 4:30 p.m. ET to email address: susan.j.wall@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Offerors must include completed copies of the provision at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items with their offer.
