- The Sacramento District of the U.S. Army Corps of Engineers (USACE SPK) has an upcoming acquisition to establish a three (3) year Performance Based Service Contract for installation and maintenance services on the Sacramento River (SR) River Mile (RM) 26.0L. USACE is seeking sources interested in supporting this effort. This proposed project will be a Lowest Price Technically Acceptable (LPTA), Firm Fixed Price (FFP), Small Business (SB) Set-Aside, Service contract. This acquisition is being offered for competition limited to eligible Small Business concerns. The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities and qualifications of various Small Businesses members willing to compete and perform, a Small Business (SB) Set-Aside, (LPTA) Firm Fixed Price - Service Contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The type of solicitation issued will depend upon the responses received to this sources sought synopsis. The US Government must ensure there is adequate competition among the potential pool of responsive contractors. Period of Performance (POP) of requirements, from date of award to completion is 1,095 days/three(3) years. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 561730 Small Business Size Standard applicable for this acquisition is $7.0 Million. Under Federal Acquisition Regulation (FAR) guidelines, a prime contractor must have the capability to perform at least 51% of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under this sources sought synopsis. This is a Performance-Based Service Contract for installation of all mitigation features described in this contract and 3 years of established maintenance services on the Sacramento River (SR) River Mile (RM) 26.0L. The overall responsibility of the Contractor is to manage and perform. Requirements are to install vegetation, install a temporary irrigation system, irrigate, weed, maintain existing Beaver Barrier Fence (BBF) and mitigation signage. The maintenance service elements (irrigation, weeding, BBF & sign maintenance) shall be preformed for a total of 1,095 days (3 years). At the completion of each year a yearly report shall be provided which presents all establishment activities as defined within this scope. At the end of the third (3rd) year a final report which presents a compilation of all three years shall be provided. The maintenance success will be evaluated on plant vigor and growth, weed control as defined in this contract and infrastructure (BBF and signage) stability for intended function. The plants will have progressed over time to expected levels in height and vigor at each stage. The Performance Work Statement (PWS) describes the basic objectives of the vegetation installation and establishment, and site maintenance at this mitigation site. The Performance Based Service Contract provides potential Offeror's the flexibility to develop cost effective solutions and the opportunity to propose innovative alternatives to meet the stated objectives. It also presents the Government with an opportunity to assess the offeror's understanding of all aspects of the effort to be performed by eliminating the quote mark how to quote mark instructions to accomplish the required effort normally contained on the PWS that the Government traditionally provides to prospective Offeror's The erosion repair site at SR RM 26.0L is located on the left bank of the Sacramento River, approximately one mile downstream from Walnut Grove. The erosion repair site extends for approximately 1546 feet along a straight reach of the channel. The rock revetment and soil cover will be placed under a different contract (Construction) and the notice to precede (NTP) for this contract will be given when the repair work under the Construction contract is complete. This site is accessible from the levee road adjacent to the river. The overall area to be maintained is approximately 1 acre. Award will be based on overall Lowest Price Technically Accepectable (LPTA) to the Government. Pending the anticipated solicitation date of 30 May 2014; the response due date for quotations will be after thirty (30) days, on or about 30 Jun 2014. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on or about 30 May 2014. Offeror's response to this Synopsis shall be limited up to 10 pages and shall include the following information: Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's interest in bidding on the solicitation when it is issued. (request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice) Offeror's capability to meet personnel requirements. Offeror's capability to perform a contract of this type, size and scope (include offeror's in-house capability to execute comparable work performed within the past 3 years -a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) -provide no more than 3 examples. Offeror's Small Business Size Offeror's Joint Venture information if applicable -existing and potential Interested Offerors must respond to this Sources Sought Synopsis no later than 1:30 pm (PST) 23 May 2014.
