- The Government seeks industry comments on the attached document entitled -Specification for Vehicular Tri-Band Antennas (v12)-Draft. The purpose of this specification is to assure that future antennas procured and installed in Army tactical ground vehicles provide sufficient technical measures to enable deployed tactical communications systems to meet integrated systems performance goals. This is a Request for Information (RFI) to be used for market research purposes in accordance with Federal Acquisition Regulation (FAR) 15.201(e). This is not a Request for Proposal (RFP). This notice is issued solely for information and planning purposes - it does not constitute an RFP or a promise to issue an RFP in the future. Responses to this RFI are not offers or proposals and cannot be accepted by the Government to form a binding contact. The Government does not presently intend to award a contract or otherwise pay for the information solicited herein. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government does not intend to award a contract based on this RFI or to otherwise pay for the information submitted in response to this RFI. No funds have been authorized, appropriated or received for this effort. Not responding to this RFI does not preclude participation in any future RFP, if issued. If an RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor this site for additional information pertaining to this requirement. Industry respondents must request approval to access the Specification for Vehicular Tri-Band Antennas (v12)-Draft document. The government will review the respondent's request for access to determine whether or not the document will be released. The document is available only to U.S. DoD Contractors with a current CAGE code, and which do not have any exclusions noted in the System for Award Management (SAM) application at www.sam.gov. Responses to this RFI are requested to be submitted to the Contracting Officer, Donald Morgan, at donald.w.morgan3.civ@mail.mil no later than 2:00 PM Eastern on 23 May 2014. Responses shall be in MS Office 2007 or Adobe PDF formats. Questions from industry respondents regarding this RFI may only be submitted by e-mail to the Contracting Officer. No telephone requests or questions will be accepted. The government will not accept any responses containing marked proprietary or competition sensitive information. None of the information provided shall contain any classified material or classification markings. Interested parties are requested to provide company information, comments and questions in the attached format, except that any additional information on the Company Info sheet may be in a separate attachment. The government will accept any additional information related to antennas that are meant to function in the class of environment intended by this specification, or that help clarify your comments to this specification. There is no page limit on the material that is provided, except that transmittals by e-mail must be contained in a message less than 10MB in size. The government will accept up to two (2) separate e-mail messages from any industry respondent entity. This is not a market survey at this time. The information provided by interested parties may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Based Specification. All communication to industry will be posted to FBO. This includes updates to the draft specification, announcements for market surveys and other pre-solicitation activities as defined in FAR 15.201(c). Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this notice; all costs associated with responding to this notice will be solely at the interested parties' expense.
