- POSITION DESCRIPTION WRITER - SERVICES THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY This Request for information (RFI) is for the purpose of identifying socio-economic concerns such as service-disabled veteran-owned small businesses, HUBZone small businesses, woman owned small businesses, 8(a), etc. that provide Standard Position Description Development and Classification Support Services and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise a result of the contractor submission of this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned. This RFI is being issued to find socio-economic concerns such as service-disabled veteran-owned small businesses, HUBZone small businesses, woman-owned small businesses, 8(a), etc. that can provide Position Description Development and Classification Support Services. The following may be required under this requirement: Contractor support in the development and classification of standardized position descriptions to be approved for use across the Department of the Interior. Existing position descriptions and classification documentation from across the Bureau of Reclamation and other Bureaus and Offices throughout the Department of the Interior will be provided to the contractor. The contractor will be required to develop standardized position descriptions at various grade levels, assist in the documentation necessary to support proper classification based upon the Office of Personnel Management (OPM) classification requirements and guidance, and assist the Departments Human Resources Department with review and approval for Department-wide use. Standardized Position Descriptions may be developed for the following disciplines and occupations: 1.Acquisition, GS-1102. Non-Supervisory Contract Specialist positions from the GS-5 to the GS-13 level. Non-Supervisory Procurement Analysts from the GS-12 to GS-13 level. Non-Supervisory Procurement Technicians from the GS-5 to GS-7 levels. Non-Supervisory Cost/Price Analysts from the GS-11 to GS-13 levels. 2.Grants Management, GS-1109. Non-Supervisory Grants Management Specialist positions from the GS-5 to the GS-13 level. Non-Supervisory Grants Management Analysts from the GS-7 to GS-13 level. Non-Supervisory Grants Management Technicians from the GS-5 to GS-7 levels. Non-Supervisory Cost/Price Analysts from the GS-11 to GS-13 levels. 3.Accounting Technician, GS-525. Non-Supervisory Accounting Technician positions from the GS-7 level. 4.Accountant, GS-510. Non-Supervisory Accountant positions from the GS-7 to GS-13 levels. Supervisory Accountant positions from the GS-13 to GS-14 level. 5.Financial and Business Management System (FBMS) Bureau Support Lead Positions. Supervisory Bureau FBMS Lead positions from the GS-13 to GS-15 level. Bureau Production Support Lead positions from the GS-13 to GS-14 levels. System Account positions from the GS-12 to GS-14 level. Functional Lead (Program Analyst) positions from the GS-13 to GS-14 level. Security Point of Contact (SPOC) positions from the GS-12 to GS-14 level. Security-Personnel Requirements. 1. Employees of the Contractor who may be engaged in the performance of work pursuant to the contract shall require a HSPD-12 Security Clearance to gain physical access to Federally controlled facilities and logical access to Federally controlled information systems. Contractor will not permit employees to handle or engage in work, unless such employees have on file with the Reclamation the required clearance authorizing this access. 2. Work under this contract will be performed only by U.S. citizens employed by the contractor. Electronic files should be in Microsoft Office Word or PDF format. All information should be UNCLASSIFIED material only. Respondents should include as part of their submission: a A synopsis of the company's capabilities to provide qualified personnel to provide position description and classification support services (limit 5 pages) b. DUNS Number c. Company Name d. Company Address e. Business size, SDVOSB, HUBZone, or Woman owned status, as validated via the System for Award Administration (SAM). All offers must register on the SAM located at http://www.SAM.gov f. Company point of contact, phone and email address. g. Past work experience. If you have experience working with other Federal Agencies and/or commercial businesses of similar size and scope, please include agency and/or business name contract number (if applicable), amount and type of contract (e.g. FFP, T&M, Labor hour etc). Any company proprietary information must be marked as such, the RFI information should not exceed a total of 15 one-sided 8 1/2x11 pages, with one inch margins, and font no smaller than 12 point.
