Draft DD254 Price Matrix Draft DEMONSTRATION PLAN DRAFT Draft Warranty Draft CDRLS Performance Specification Draft Draft RFP Title: Special Operations Forces (SOF) Tactical Communications (STC) Hand Held (HH) Radio Contracting Office Address: U.S. Special Operations Command (USSOCOM), Headquarters Procurement Division, 7701 Tampa Point Blvd, MacDill AFB, FL 33621-5323 The United States Special Operations Command (USSOCOM), Directorate of Procurement has a requirement to purchase a Non-Developmental Item (NDI) with Special Operations Forces (SOF) peculiar modifications. This DRAFT Request for Proposal (RFP) for the STC HH Radio is being posted in an effort to gather industry feedback and address any questions or concerns. Contractors interested in proposing on this effort and desiring to provide value added feedback on the posted draft, must submit all questions and comments via email to Ms. Michelle Cames, Contracting Officer, at michelle.cames@socom.mil and Ms. Leatrice Frederick, Contract Specialist, at frederl@socom.mil no later than 2:30 PM EST, 30 May 2014. In addition, value added feedback should be in the form of a suggested change to the current verbiage in the section the comment references. Therefore, please insert comments or suggestions to all documents within the document utilizing the tract changes and comment features for review and consideration. STC handheld devices are intended to provide SOF with a family of small, lightweight, easily upgradeable, tactical, multiband, multifunction, multi-mission devices enabling SOF teams to communicate over a frequency range. This device shall be available in both an Urban and Maritime variants with the latter being submersible to 20M in salt water for two hours. It will be an inter/intra team device capable of Line-of Sight (LOS) and Beyond Line-of-Sight (BLOS) communications as well as operating in a mobile ad-hoc network (MANET). The device will be capable of simultaneous two channel communication, one wideband and one narrowband channel with an integrated SAASM GPS receiver and the ability to receive ISR (FMV) video that is integrated into the radio or as a separate mission module. It will include an integral battery box to allow the operator to use standard military lithium batteries or Department of Transportation (DOT)/Air Transportation Association (ATA) approved rechargeable batteries. It will possess all the capabilities, waveforms and modes of operation found in the STC Performance Specification. The government plans to implement several P3Is during the contract period. This procurement will be accomplished using full and open competition with the intent to award a five year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract, issuing Firm Fixed Price (FFP) delivery orders. Offerors will be required to provide product samples as part of the proposal. The samples should demonstrate functionality as required in the Request for Proposal (RFP). A final RFP, which will be posted on Federal Business Opportunities website, is anticipated in the 4th quarter of Government Fiscal Year 2014. Once the solicitation is released, Industry will have approximately 30 days to submit a proposal. Offerors shall prepare their proposal in accordance with (IAW) mandatory, explicit and detailed instructions contained in the RFP. Proposals will be evaluated and award made IAW the evaluation criteria stated in the RFP. The North American Industry Classification System (NAICS) code for this procurement is 334220, with a small business size standard of 750 employees. A small business subcontracting plan is required for all offerors that do not meet the small business standard size under this NAICS. All Contractors must be registered in the Government's System for Award Management, www.sam.gov. This synopsis is not a Request for Proposal nor does it obligate the Government in any manner. There will be no payments for any contractor information.
