- The National Aeronautics and Space Administration (NASA) Headquarters (HQ) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Management, Organizational, Scientific & Engineering Support Services (MOSESS) follow-on procurement. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. This effort will support NASA Headquarters (HQ) and possibly its installation Centers in the following areas: Web-based Tools and Data Collection; Executive Consultation; Logistics and Financial Support; Research and Development; Software Development; Management Services; Organizational Development; and Engineering Analyses. A detailed description of the aforementioned areas can be found in the attached Draft Statement of Work (SOW). Information obtained will be used to assist NASA Headquarters in determining what sources are available that have the required capabilities to support this effort and are interested. Interested offerors having the necessary specialized capabilities to meet our requirements outlined in the attachment should submit a brief capability statement. In addition, respondents shall provide a one-page summary with the following information: a. Company name and address b. DUNS Number c. Socio-economic classification of company (i.e., small business, 8(a), woman owned, service disabled veteran owned, HUBZone, large business, etc.) d. Size (gross revenue, number of employees in company) e. Number of years in existence f. Company point of contact - name, phone, and e-mail address g. GSA Schedule and Contract number (if any) This synopsis is for information and planning purposes and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for any information submitted. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential Offerors responsibility to monitor these sites for the release of any solicitation or synopsis. When responding please reference NNHMOSESS2. All responses shall be submitted to Mayra Nieves-Torres no later than May 30, 2014 via email to: Mayra.A.Nieves-Torres@nasa.gov. NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
