Description
SOW for Hydro Generators SF 1449 COMBINED SYNOPSIS/SOLICITATION - Request for Proposal (RFP) AB-133W-14-RP-0052 Hydrogen Generators -Supplies and Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a firm-fixed-price contract based on its selection of the offer that represents the best value to the Government. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73, effective 29 April 2014. This solicitation is being issued as a Full and Open Competition after exclusion of sources. This is a total small business set-aside for the associated NAICS code of 325120, Industrial Gas Manufacturing. The small business size standard is 1000 employees. The offeror will submit a quote for the items referred to in Attachment 2 (SOW) with a breakdown for both the cost of the equipment and services. The resulting contract will require four (4) Hydrogen generator units, four (4) Four days onsite factory training for four people, four (4) trap, liquid drain FA-150, four (4) DI water system, RO and DI, H-40-C, four (4) Kit, calibration s-series 2, four (4) Kit, s-series surge and over/under voltage module to be installed between 22 July - 08 September 2014. Services to continue after as stated in the Statement of Work. Training, Removal of old units and Warranty services shall be provided in accordance with the Statement of Work. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Items offered meet technical specifications stated in the solicitation; 2. Past Performance: The Government reserves the right to assess the past performance of proposed subcontractors and will use its discretion to determine the sources of past performance information used in the evaluation (Note: The information may be obtained from references provided by the offeror, the agency's knowledge of Contractor performance, other Government agencies or commercial entities, or past performance databases). The offeror shall provide the names, phone numbers, and email addresses of at least two (2) references for whom work of an identical or substantially similar nature was performed and who can attest to the offeror's responsiveness, quality of work, and level of customer service within the last three (3) years. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. 3. Price. Technical and past performances, when combined, are significantly more important than price. Evaluation factors are listed in descending order of importance.
