- Description
- The Contractor shall support the U.S. Nuclear Regulatory Commission in re-establishing the Licensing Support Network (LSN), and provide operation and maintenance support after LSN system is operational. This is a high priority project mandated by CLI-14-01 Memorandum and Order in the Matter of the U.S. Department of Energy, High-Level Waste Repository). (Version 3.0, Released) "...providing further direction to the Staff, to make the Licensing Support Network document collection publicly available in the Agencywide Documents Access and Management System [ADAMS]" and the Office of the Secretary to the Commission (SECY). This effort requires the completion and ongoing support of a system to provide public access to LSN document collections from all parties involved in the Yucca Mountain nuclear high level waste repository licensing efforts. It is based on the key assumption that the NRC will be the custodian of all document collections from all parties, and involves receipt, disposition, retention and dissemination of all collections. The estimated level of effort for this work is 16,250 hours at an estimated cost of $2,663,170.00 for a base period of 4/9/2014 - 9/25/2014, plus two one-year options. Exception that applies: FAR 16.505(b)(2)(i)(A), The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. The urgency of this acquisition is underscored by the limited time allowed for completion consistent with Memorandum and Order CLI-14-01 and is compounded by the importance imparted to this project by SECY and the Commission. On November 18, 2013, the NRC Commission issued a decision and companion Staff Requirements Memorandum (SRM) SECY-13-0113 setting forth a course of action it selected to continue the licensing process for the Department of Energy's Yucca Mountain high-level radioactive waste repository. The work to migrate the extensive LSN document collection into ADAMS must commence immediately in order to meet the pending Commission requirement to make it publicly available in that system. If this migration work were to be competed among the two contractors under Maintenance, Operation, and Modernization Support of U.S. Nuclear Regulatory Commission Application Systems and Environment ("MOM") Functional Area 2 (FA2) (CGI Federal and Lockheed Martin Services), that fair opportunity process would further contribute to the unacceptable delays and would create a situation with an extremely high risk of non-compliance with the Order by either of the MOM FA2 contractors that would be selected for the new task order. In addition, time needed to clear additional qualified personnel, if Lockheed Martin Services were to win this task order, through security and the risk of failure would become almost a certainty. While Lockheed Martin Services, if they competed and were selected for a new task order for this work, could become proficient in the NRC's ADAMS infrastructure sufficient to develop the LSN, it is extremely unlikely this could be accomplished within the tight time constraint posed by the aforementioned Order. Not meeting the timeline set by the Commission is unacceptable because it undermines public confidence in the NRC and its ability to carry out its mission.
