- US Army Corps of Engineers, Walla Walla District intends to solicit on a single source basis under the authority of FAR 13.106-1(b) to GE Energy. Only one responsible source and no other services will satisfy agency requirements. This requirement is to procure installation and commissioning services for five GE Kelman Dissolved Gas Analyzers (DGA). The required services include but are not limited to; making connections and leak tests from transformers to DGA monitors, mount and secure all tubing between transformers and DGA monitors to transformer structures, complete all electrical connections within the DGA monitors, perform setup, commission and initial testing. The Kelman Minitrans is a sophisticated piece of equipment which can only be commissioned and serviced by a qualified technicians. Only GE Field Service Engineers are authorized to install and commission GE Kelman Minitrans Dissolved Gas Analyzers. The North American Industry Classification System (NAICS) for this requirement is 335311 (Power, Distribution and Specialty Transformer Manufacturing and the size standard is 750 Employees. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 10:00 AM, Pacific Standard Time, May 21, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
