- Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit, negotiate, and award a sole source contract with Zodiac Data Systems, 11800 Amber Park Drive, Suite 140, Alpharetta, GA 30009 for the following flight data recorder equipment, under the authority of FAR 6.302, only one responsible source and no other goods or services will meet the agency's needs. Part Number Description Qty HS500-32344 MDR-8shRC - Recorder Chassis, 8 slots, receiver for removable RSM media, screw down plate, front panel for MDR8 2 HS510-3036 MMRG8A - 8 X 30 Mbit/s PCM input, 100 Ohm impedance, 160 Mbit/s aggregate data rate, throughput, packed and unpacked mode 2 HS510-3516 MUAR6TA - 6 X MIL-STD-1553 input, dual redundant record, transformer coupled with 1553 message filtering 2 HS120-0502 SBP - MDR slot Blanking Plate to cover unused interface module slots 12 HS615-2256 RSM256 - 256 GB Flash Disk Cartridge 2 This equipment is required to support continued design, engineering, acquisition, integration, installation, operational support, and in-service engineering at the Air Vehicle Modification and Instrumentation (AVMI) Division at the Naval Air Systems Command at Patuxent River, MD. Zodiac Data Systems is the only source for these recorders since the system will be used on several different HX-21 V-22 Test & Evaluation (T&E) aircraft platforms and therefore must be configurable to specific project usage. In addition, the procured system will be used as spares and added to existing inventory already being utilized in Test and Evaluation (T&E) aircraft, and must be identical in form/fit/function to these existing units. Interested parties may identify their interest and capability to respond to the requirement which shall be considered by the agency. Technical capability will be determined solely on the content and merit of the information submitted in response to this synopsis. Therefore, it is incumbent on the interested party to provide sufficient technical literature, or other documentation, in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. To be eligible for contract award or payment by any Department of Defense activity, offerors must be registered in the System for Award Management (SAM) database, see http://www.sam.gov. The Government will not pay for any information received. All capabilities statements shall be submitted via email kenneth.turingr@navy.mil. Responses must be received by 4:00 PM Eastern Daylight Time, May 22, 2014 and will be considered by the Government solely for the purposes to determine whether to initiate a competitive procurement.
