- Solicitation Number: AG-2D37-S-14-0001 Notice Type: Pre-solicitation/Synopsis PRESOLICITATION NOTICE PROJECT NAME: Mercer Cty, PA Wetland Restoration MAGNITUDE OF PROJECT: Between $25,000 and $100,000 LOCATION: Mercer County, PA SUMMARY: The United States Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS) State Office in Harrisburg, PA, will be soliciting for Wetland Restoration services in Mercer County, Pennsylvania under AG-2D37-S-14-0001. The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $33.5mil. The solicitation will be a Total Small Business set-aside. The procedures of FAR Part 13 will be used and a request for quote (RFQ) will be issued. The magnitude of the project is $25,000 and $100,000. Prospective contractors must be registered and be active in the System for Award Management (SAM) in order to be eligible for award. Registration can be completed at the SAM website at https://www.sam.gov. Prospective contractors must also complete the annual representations and certifications electronically via SAM. The work will consist of: 1. Mobilization and Demobilization 2. Pothole Construction 3. Ditch Plug Construction 4. Enhancement Channels 5. Rock Riprap 6. Erosion Control and Seeding TIME FRAMES/DATE: Performance time, including mobilization, weekends, holidays and days for severe weather is 30 calendar days. Tentative date for posting the RFQ is May 22, 2014 with quotes due on June 22, 2014 A site showing will be arranged prior to the quote due date. Details will be provided in the solicitation package.
