- NASA/GRC has a requirement for a Princeton Instruments ProEM: 1024B EMCCD Camera System, Qty 1. NASA/GRC intends to award this sole source requirement to Princeton Instruments, under the authority of FAR 13.106-1(b)(1)(i). NASA/GRC currently uses two Princeton Instruments' EMCCD cameras (512 pixel) in the diagnostics system. The upcoming experiment requires wider spectral range thus demands the identical camera with larger-format (1024 pixel). Only the Princeton Instruments camera is fully operational with the existing Raman diagnostics setup including spectrograph and camera control software. NASA/GRC intends to trade-in the following equipment: Model#7555-0001, Qty 2 and Model#DU97ON-BV, Qty 1. Specifications: 1) CCD type: Back-illuminated, visible-region high-sensitivity EMCCD; 2) CCD format: at least 1024 x 1024, 13 mm x 13 mm imaging area, 3) Gain type: Electron multiplication gain (x100), 4) Sensor architecture: Frame transfer, 5) Non-water cooling: below -50 deg, 6) Dual read out: Spectroscopy (kinetics, frame transfer) and imaging (full frame) mode, 7) Dual register: Low-noise non-EM and EM register; 8) Binning control: Must have variable custom-chip/multiple-ROIs capability to optimize chip size, illumination location, binning pixel-by-pixel on software; 9) Readout noise: 40 e-rms or better (EM register); 10 e-rms or better (non-EM register); 10) Well depth: >700 ke- (full well); 11) Digitization: 16bit dynamic range; 12) Vertical shift rate: 700 nsec/row or fater; 13) Analog-to-digital conversion: 10 MHz or faster for EM register; 14) Software compatibility: Must be compatible with LightField to add-on to the existing system; 15) Giga bit ethernet connection; 16) User gain calibration using internal light source; 17) Vacuum must be guaranteed for lifetime of the camera. EMCCD vacuum chamber must have all metal vacuum seals. The Government intends to acquire a commercial item using FAR Part 12. Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30pm EST on 5/16/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
