Description
Notice Type: Pre-Solicitation/Sources Sought Solicitation Number: N61340-14-R-2406 Federal, State, and University Network (FEDSUN) Cable Locater Service Naval Air Warfare Center Training Systems Division (NAWCTSD) is in the process of determining the acquisition strategy for a requirement in support of its Federal, State, and University Network (FEDSUN) program. The program will provide all the necessary equipment and materials to perform locator services such as underground warning tape, above-ground survey marking flags, locator equipment, and other items and non-personal services necessary to perform locator services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. The FEDSUN network infrastructure serves both the federal government and defense contractors in Central Florida Research Park. This network allows for high-performance network requirements, high-bandwidth internet connectivity, and point-to-point connectivity for secure testing. FEDSUN supports DOD in its research and development of the training and simulation mission areas and provides a powerful example of leveraging expertise and technology to advance training readiness. This program has connected DOD agencies, military contractors, and state academia into a high performance, globally expanding network infrastructure. The estimated initial contract performance period would run from June 18, 2014 through June 17, 2015 with the anticipation of four additional 1-year options. The options will be executed at the discretion of NAWCTSD. The applicable North American Industry Classification System (NAICS) Code is 541618, which has a small business threshold of $14.0M. PERFORMANCE REQUIREMENTS/OBJECTIVES: The objective of this order is for the contractor to provide the personnel, equipment, and materials necessary to perform locator services in the Central Florida Research Park as needed for the Federal, State, and University Network (FEDSUN) infrastructure, as identified in the PWS. The contractor will provide a consultant with an extensive understanding of the existing infrastructure in the Central Florida Research Park. Familiarity with the Sunshine One Call system and the state and local codes relating to underground utilities is required. No item in the PWS shall be used to procure any services that are inherently governmental services or personal services. SUMMARY: Contractors must be registered in the System for Award Management (SAM), http://ww.sam.gov/. Contractors ™ Representations and Certifications must be updated in the above site. Contractors shall also be registered in Wide Area Workflow (WAWF), https://wawf.eb.mil, the system to electronically process vendor payment requests and receiving reports. No solicitation document exists at this time. Formal release of the solicitation is anticipated on or about May 19, 2014. Paper copies of the solicitation will not be available. All potential offerors are responsible for downloading the solicitation from the FedBizOpps.Gov website.
