- PRE-SOLICITATION ANNOUNCEMENT WHISKEYTOWN NATIONAL RECREATION AREA SEPTIC SERVICES AND PORTABLE RESTROOM RENTALS The National Park Service, Whiskeytown National Recreation Area, located in Whiskeytown, California has a requirement for Septic Vault Tank Pumping and Portable Restroom Rental Services. The work includes pumping septic systems, lift stations, holding tanks, and 24 vault toilets. Requirement also includes providing portable restrooms for special events and/or emergencies. Sewage pumping consists primarily of pumping 24 vault toilets, floating restrooms stationed at the marina boat ramps, lift stations that are up to twenty feet in depth, and septic systems that will require pumping in excess of fifty feet in length and a drop of 30 feet. All pumping is normally scheduled two or three days in advance, however emergency pumping is required because of power-outages or other uncontrollable circumstances. When emergency pumping is requested the park requires a two hour response time from the time the call is placed to any point within the park, locations are generally within a 14.0 mile radius of the parks visitor center located on the corner of Highway 299 and Kennedy Memorial Drive. A minimum capability in an emergency callout is 3,500 gallons. All work shall be performed under a single, fixed price purchase order. This acquisition is set-aside exclusively for Small Business concerns. The NAICS code is 562991; the small business size standard is $7.0 million. The Government intends to award a purchase order resulting from the Request for Quotations to the responsible Offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. A base year award is anticipated, with the option to extend the effective period of this order up to four additional years. The Request for Quotations (RFQ) will be available via electronic commerce only and may be accessed on or about May 8, 2014 at either FBO: http://www.fbo.gov or FedConnect: https://www.fedconnect.net. The prospective Offeror is responsible to periodically check these websites for any amendments that may be issued prior to the closing date of the RFQ.
