SPECIAL ORDER PROGRAM: MEDIUM AND HEAVY DUTY WRECKERS AND CARRIERS Agency: General Services Administration Office: Federal Acquisition Service (FAS) Location: Office of Acquisition Operations, Office of Travel, Motor Vehicles and Card Services (QMA) THIS IS AN AMENDED REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY IAW FAR 15.201(e). THIS REQUEST IS NOT A SOLICITATION. PLEASE DO NOT SUBMIT A PROPOSAL. This notice is strictly for market research and planning purposes and does not constitute a request for proposal, quote, or invitation for bid, nor does its issuance in any way restrict the Government to its ultimate acquisition approach. No award will be made based on this information and the Government will not pay for any effort expended in responding to this notice. Although "proposal" and "offeror" may be used in this request, your response will be treated as information only. The purpose of this amended RFI is to extend the response date, provide information regarding GSA's AutoStandards web-based application, and collect additional capability statements from industry. Note: GSA maintains a web-based application used by contractors to provide comments regarding vehicle technical data as it relates to the Federal Vehicle Standards. The web-based application is titled AutoStandards, it displays GSA's minimum vehicle requirements and compiles vehicle specifications from manufacturers/vendors. Any contractor interested in participating in GSA's AutoChoice Program for 2015 must register and respond to the minimum requirements as stated in AutoStandards. Respondents of this RFI may be requested to provide additional information/details based on their initial submittals. The Government reserves the right to select, one, some, or none of the submissions for further investigation. Contractors who submit information in response to this RFI do so with the understanding that U.S. Government personnel as well as their support Contractors may review their material and or data. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The vehicles produced shall be U.S. manufactured and comply with Federal Acquisition Regulation (FAR) 52-225-1 Buy American Act-Supplies (Feb 2009) or comply with FAR 52-225-5 Trade Agreements (Nov 2012). Based on the preceding information we are asking potential large and small business contractors to submit a capability document with information about the company's experience in supplying wreckers and carrier vehicles and their established relationships with truck manufacturers (see below). Responses must include company name, address, at least one designated point of contact, telephone number, and an email address. CAPABILITY STATEMENTS SHOULD INCLUDE : Submitting a capability statement to GSA will provide knowledge of potential sources, their size standard classifications, and capability to support the GSA Automotive Special Order Program for Medium and Heavy Vehicles. You are required to respond to the following statements listed below as to the nature and extent of your capability of providing the above referenced vehicles including any optional equipment; 1. Provide the geographical area your company is able to cover, specify network locations (dealers, partners); 2. Specify how your company would handle orders outside of their geographical location and if shipping would be at additional cost to the government; 3. List your firm's source of production and inspection point(s); 4. Explain how a contract with a specified period of contract performance will impact upon pricing units and optional equipment. 5. Suggest how the Government should build in the cost of shipping to various destinations given that the vehicles are priced for the base period of 12 months including exercise of any option year periods; 6. The respondents should list the type of wrecker and carrier vehicles they can provide along with warranty period and coverage for each item; 7. Include wreckers and carriers from other categories, or other comparable vehicles i.e. cargo movers and rollbacks that would be of interest for government purchase; 8. Specify any emerging technologies, any greening efforts and sustainability practices in their production; 9. State any current Government contracts they currently hold or have held in the past; 10. The government-wide buying over the life of the contract is estimated at $50,000,000 and will vary depending on the scope of the contract. This estimate encompasses multiple contracts. What annual sales can your company meet; 11. Identify whether there is a production capacity or limitation on the number of units that can be built and supplied to the Government; 12. Demonstrate what components of the vehicle are certified sustainable (green) and indicate the date and the name of the organization that certified the equipment/component; 13. State in your opinion the best economic indicator the government can use to the Economic Price Adjustment for a potential Firm Fixed Price, Economic Price Adjustment contract; and 14. State the quality standards your firm adheres to as guidance for building a quality product and maintaining overall successful contractor performance.
