- Statement of Work Contract Clauses (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation number AG-7482-S-14-0002 is issued as a Request for Quote (RFQ), and the acquisition procedures at FAR Part 13 - Simplified Acquisition Procedures are being utilized. The Government intends to award a firm fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on technical capability, past performance and price. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-73 effective April 29, 2014. (iv) All responsible sources are encouraged to submit a quote. The associated NAICS code is 611310 which has a size standard of $25.5. For more information on size standards visit http://www.sba.gov/size. (v) Contract Line Item Numbers (CLINs). CLIN 001 Soil Science Institute for Maximum of 18 Participants. See attachment #1 statement of work. (vi) Description of Requirements: The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) has a need for a Contractor to design and deliver the NRCS Soil Science Institute (SSI), applying the latest technology and scientific knowledge of the development and gathering of soil survey information, and referencing materials developed for the institute previously. See attachment #1 statement of work. (vii) Period of Performance. Date of Award - June 25, 2014, Location(s) to be proposed by vendor. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All quotations must be received no later than Friday, May 23, 2014, 5:00 PM EST. Please email to amber.carson@usda.gov via a PDF or.DOC compatible attachment. Quotations must clearly show how the contractor will met or exceed the requirements listed above. The Contracting Officer will review quotations based on the factors listed in this solicitation and the information furnished by the offeror. Proof of System for Award Management Registration (SAM) and DUNs number required. (ix) Any questions should be directed to Amber Carson at amber.carson@ftw.usda.gov. (x) Offerors are required to complete the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. This must be completed at SAM.gov and the registration in an "Active" status.
