- ATTACH B ATTACH A DRAFT Statement of Work THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY. THE GOVERNMENT WILL NOT PAY FOR ANY TIME AND/OR MATERIALS IN RESPONSE TO THIS MARKET SURVEY NOR RETURN THE DATA PROVIDED. IN THE EVENT A SOLICITATION IS ISSUED BY THE GOVERNMENT, ALL INTERESTED SOSURCES MUST RESPOND TO FUTURE SOLICITATIONS SEPARATELY FROM RESPONSES TO THIS MARKET SURVEY. The Department of Transportation is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business, HUBZone, Service-Disabled Veteran-Owned, 8(a), veteran owned, Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to the notice. Small business concerns should be capable of providing preventive maintenance and analyses of facility equipment and systems as set forth below in "Description of the Requirement." The procurement will cover duration of one year. This notice does not obligate the Government to award a contract. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities or other Government point-of-entry (i.e. GSA, etc.) as deemed appropriate based on the responses from this notice. The NAICS code is 541519. DESCRIPTION OF THE REQUIREMENT: The contractor shall provide all personnel, labor, services, materials, supplies, equipment and transportation necessary for the provision of technical support for the Grants Information System (GIS). Additionaly, the "DRAFT Statement of Work" is attached hereto. DOT's GIS is an external cloud database that warehouses grants-related information dating to 2009. GIS tracks information about grants that have been processed by ten (10) DOT grant-making offices/systems. GIS includes: a) providing a centralized DOT repository for assistance awards (collection); b) assisting in generating reports on various aspects of assistance programs (analysis); c) verifying accuracy of data; d) making reports to USASpending.gov; and e) meeting Information Technology Certification and Accreditation requirements. The objective of this requirement is to ensure that the GIS system continues to be responsive to the evolving requirements associated with new and current DOT needs as well as responds to evolving requirements from the Office of Management and Budget (OMB). The Grant Information System (GIS) is web-based, requires expertise to operate, can interface and report to other DOT systems when requested, and is easily upgradable for future requirements. POTENTIAL SOURCES SHALL PROVIDE AN ELECTRONIC COPY OF THEIR RESPONSE TO THE CONTRACTING OFFICER AT C.VASS-LASSITER@DOT.GOV. RESPONSES SHALL NOT EXCEED 30 PAGES OF 8 ½ X 11 SIZE PAPER WITH ARIAL FONT, 12 PITCH AND SHALL ADDRESS THE FOLLOWING: a) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. b) Demonstrated capacity to perform comparable or similar services as set forth in the "Description of the Requirement": Number of existing personnel with technical capabilities Current commitments of relevant technical personnel Availability of capital, equipment and other resources to perform services c) Experience over the last three (3) years in performing ongoing or completed work comparable or similar to the required services: Name and address of client Performance period Type of contract (IDIQ/task order, Time and materials) Breakdown of the values for base year Description of services rendered Each respondent shall email the information listed above to the Contracting Officer NO LATER THAN Thursday, May 15, 2014 at 2:00 p.m. EST.
