- The work for the ILLINOIS RIVER BASIN; LOCKPORT POOL; LOCKPORT, IL; LOCKPORT POOL MAJOR REHABILITATION; STAGE IC; FOREBAY WALL includes, but may not be limited to, the following: Mobilization and demobilization; clearing and grubbing of trees and miscellaneous vegetation; installation of new temporary communication cable in conduit; removal of existing communication cable and conduit; installation of a temporary and permanent communication cable conduits; AT&T communication cable installation coordination; removal and temporary storage of existing chain-link fencing; removal and temporary storage of existing flagpole, turbine and stone wall appurtenances; removal of existing guardrail; construction of temporary construction access road; removal and disposal of existing asphalt road surfacing; removal, processing and stockpiling of the existing stone retaining wall; excavation, processing and stockpiling of existing rock fill embankment; excavation, processing and stockpiling of existing bedrock; installation of seepage control drainage system including perforated PVC pipe and solid steel pipe and rock fill; placement of roller-compacted concrete (RCC) for construction of RCC wall and ramp; placement of processed rock fill; construction of two secant pile cutoff walls;; placement of base course and asphalt cement concrete (ACC) pavement; installation of new guardrail; installation of observation wells; reinstallation of chain-link fencing; installation of new guardrail; removal of existing and installation of new electrical and associated items; removal of existing onsite structures including a concrete tower, maintenance garage, testing station and light tower; and reinstallation of existing flagpole, turbine, and stone wall appurtenances; demolition of an existing canal wall and handrail; fabrication and installation of a new pedestrian access bridge; construction of two new rock dikes; placement of new riprap; and construction of a new PCC sidewalk. NAICS Code: 237990 Small Business Size Standard: $33.5 million Completion Days: 575 consecutive calendar days Estimated Range: $10,000,000 - $25,000,000 Unrestricted procurement The construction contract will be awarded using competitive negotiations procedures for achieving the best value to the Government through the Source Selection Process. The source selection will conducted in accordance with procedures prescribed in FAR Part 15. The criteria used to determine best value to the Government in the form of a Technical Proposal and Price Proposal will be outlined in the solicitation. It is anticipated that the plans and specifications for this project will be available on www.fbo.gov on or about 23 May 2014. The plans and specifications must only be downloaded from this website.
