- Product Manager Meteorological and Target Identification Capabilities (PdM MaTIC), Aberdeen Proving Ground is seeking sources for Persistent Ground Surveillance Systems (PGSS) engineering/technical services and operations services under North American Industry Classification System (NAICS) 541330. PdM MaTIC is determining the availability and technical capability of potential offerors to support PGSS engineering/technical services and operations services in order to further determine the program's acquisition strategy. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONFIDENTIALITY: No classified, confidential, or sensitive information should be included in your response. Proprietary information is acceptable but must be marked as proprietary. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). QUESTIONS TO THIS ANNOUNCEMENT: All questions pertaining to this announcement are due within five (5) days after release. Only one (1) set of questions per company will be accepted via e-mail. Telephone requests will not be accepted. PROGRAM BACKGROUND: The Persistent Ground Surveillance System (PGSS) is a lighter-than-air, medium-sized tethered aerostat that provides an intelligence, surveillance, and reconnaissance (ISR) capability for temporary and semi-permanent operating locations capable of providing persistent, integrated, networked and multi-sensor information collection for long periods of time from various altitudes to maximize line-of-site and field-of-regard (FOR). PROGRAM OBJECTIVE: Joint forces employ PGSS in order to provide supported commanders with a persistent, unmanned, aerial information collection platform capability with a greater endurance capability than previous aerial platforms. PGSS provides force protection and ISR capabilities, enabling target identification, and location information. PGSS is a quick reaction capability project managed by the Navy with limited technical data. The program is now transitioning to a United States (US) Army program of record. INSTRUCTIONS TO RESPONDERS: Firms are encouraged to engage in a team approach to support these requirements. Small business teams are also encouraged to respond. Please respond only if you can support the entire engineering/technical services requirement or operations services requirement, or both. Responses shall be submitted via e-mail. The size per e-mail cannot exceed 9MB. Respondents are permitted to provide ONLY ONE (1) response package. Submissions shall be compatible with the Windows XP operating system and be made, as appropriate, in Microsoft Office 2003 or more recent versions [Microsoft Word, Microsoft Excel (data file should be.xls file format), Microsoft Project and Microsoft PowerPoint]. Excel files shall not contain any hidden cells, hidden sheets, locked formulas, or access data from any files that are not included with the response package. The response package shall not exceed 20 pages, and shall be sectioned as described below. Pages containing text shall be typewritten, on standard letter 8.5 quote mark x11 quote mark size paper. Each paragraph shall be separated by at least one blank line. Drawings or other graphics shall be reduced only to the extent legibility is not lost. Each page shall be single spaced with a minimum of 12-point Times New Roman font and no less than one inch margins/borders. Any table or graphic shall utilize a minimum of 10-point Times New Roman font and may be landscape. REQUIREMENTS: Respondents are asked to provide an approach for the following requirements that includes a summarization of past relevant aerostat and mission equipment experience. When responding please retain the outline structure identified below. Responses will be limited to 20 pages. QUESTIONS: Assumptions: * This effort is to operate and maintain an existing fleet mixture of 13 systems - 8 systems deployed in the continental United States (CONUS) and 5 systems deployed outside the continental Unites States (OCONUS), potentially in a hostile environment. * A Government-owned, Contractor operated arrangement. Include a list of top-level policies, guidance, and other relevant documentation and or recommendations for operator programs, such as; manuals, documentation, training aids that your company uses to certify Contractor operators. 1. Provide a lead system integrator strategy to manage the overall PGSS aerostat program. Include a discussion on the following: (a) Contractor teaming concept (b) Provide a plan that includes sourcing spares, supplying repair activities, conducting operator training, performing site preparation, performing sensor test and integration services, and performing operational demonstrations. (c) Plan for supporting original equipment manufacturer (OEM) hardware and software with limited data rights and/or proprietary subcomponents a. Provide samples of technical data and or company process certifications if applicable (d) Provide a notional organizational chart as part of your discussion 2. Also discuss plans for creation/management of documentation, drawings, training aids and support. 3. Engineering Services - a. Describe your approach to cost control, cost avoidance, as well as implementing lessons learned in field operations and repair/maintenance operations. Discuss any software tools or other techniques you may have used successfully in past applicable efforts. b. In reference to field engineering perspective; discuss your company's team approach to troubleshooting network, software, workstation hardware, communications, electro-optical/infrared, radar and other sensor equipment that may fail during an operational mission. Discuss any special test diagnostic or specialized skill sets that you would recommend for aerostat operations. Include your approach for teaming/managing OEM line-replaceable-unit vendors to assist you in meeting the operational availability (Ao) requirements. 4. Innovation - Discuss your company/team core competencies and how they can be leveraged to push the technological envelope for future sensor payloads and data analysis techniques that would increase the aerostat payload mission effectiveness. 5. Operations - Discuss your company's process for field operations and how you would approach setting up, equipping, staffing and managing a contractor field operation for the aerostat program. 6. Maintenance - Discuss your company's top level team process for policies on field maintenance. Discuss how you would setup, staff, operate and manage a contractor run maintenance operation. Include concepts for spare parts, consumable bench stocks, inventory control, shipping, quality guarantees, calibration, drawings, technical documentation, troubleshooting guides, and training/certification for maintenance personnel. 7. Inventory Management - a. Describe your internal process for spares demand analysis and stock levels at the sites and hubs. b. Describe your Government furnished property (GFP) management, control, and reporting processes. c. Describe your concept of operations for supply chain management for equipment which has not been provisioned by the U.S Department of Army and has limited stock in the DoD supply system. 8. Supply Support - Identify your procurement process to include major suppliers if known for materials to be used in sustaining minimum stock levels of spares required to maintain an Ao of 95% for CONUS and OCONUS systems. 9. Operation Management - a. Describe your technical approach to above field level (off-equipment) maintenance requirements to include equipment evacuation procedures, repair costs and associated labor, accounting, recovery, and inspection. b. Describe your technical approach to operator and maintainer manpower requirements needed to sustain systems in a deployed scenario.
