Description
The Mission & Installation Contracting Command, Fort Drum, NY, in accordance with FAR 13.106-1(c)(1), intends to orally solicit a requirement for Power Wash Barracks on Fort Drum, NY to small businesses (the specific tasks are listed below). The contract type shall be quote mark Firm Fixed Price Purchase Order quote mark. Oral quotes are due on 23 May 2014 at 10:00 am EST. There is a site visit on May 14, 2014 at 1:30 pm EST. The meeting place will be T-46, West Street, Fort Drum, NY 13602. The group will leave from T-46 promptly at 1:45 PM EST to go to the site. If a quote is provided, please include in the quote the date you could start the job and approximately how long you estimate the job will take. Any interested party may inquire with the following Contract Specialist via email: ryan.l.cross6.mil@mail.mil with the subject heading quote mark W911S2-14-Q-4104 quote mark in order to receive the entire Performance Work Statement (PWS). Basis of award will be based on price; all work shall be completed with-in 90 days after receipt of award. This procurement is one hundred percent set-aside for Small Business concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the Central Contractor Registration (CCR) under the NAICS 238320. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. If you have any questions please submit them in writing via email to; ryan.l.cross6.mil@mail.mil, or delivered, mailed to, Mission & Installation Contracting Command, 45 West Street, Fort Drum, NY 13602-5220. Specific Tasks: 1. GENERAL: Provide all resources, except Government Furnished Property (GFP), necessary to perform Exterior Power Washing of 19 buildings on Fort Drum, NY, in accordance with the Performance Work Statement, and subject to the terms and conditions of the contract. All work shall be completed within 90 days after receipt of award. 2. LOG IN-OUT: The Contractor shall contact the Government Point of Contact (POC) one week prior to commencing work and immediately after all work is completed. The Government POC will be given at the time of award. 3. LOCATION: The Contractor shall power wash the exterior of the following barracks buildings and accompanying Headquarters: P10112, P10114, P10122, P10124, P10132, P10134, P10212, P10214, P10222, P10224, P10232, P10234, P10412, P10414, P10422, P4412, P4414, P4422, and P4432. 4. CLEANING REQUIREMENTS: The Contractor shall remove all dirt, grime, moss, effervescence, and debris from the exposed brick and stone fa ade of the buildings, to include parapet walls. 4.1. The Contractor shall use cold water with a minimum of 1500 PSI water pressure. 4.2. The Contractor shall draw water from the building's hose bib when possible. If a hose bib is no available, the Government will provide a backflow preventer. The contractor shall provide all hoses. 4.3. The Contractor shall not use cleaners that include any muriatic, hydrochloric, nitric, or sulfuric acids that present chemical exposure and exposure problems for the applicators and potentially harm or degrade masonry. 4.4. The Contractor shall prevent damage to vegetation adjacent to the buildings. 4.5. The Contractor shall notify the Government of any damaged brick or flashing observed while performing work. The report shall be submitted within one week of the completion of work. The report shall be written, and include at a minimum the building number, type of deficiency and its location on the building. 4.6. The Contractor shall be responsible for repairing any damage created to the building or surrounding area to include but not limited to vegetation, while performing work. 4.7. The Contractor shall ensure that all work and materials conform to the applicable Occupational Safety and Health Administration standards. 5. CLEAN UP: The Contractor shall clean up all debris and discarded materials resulting from its operations at the end of each workday. Materials shall be disposed of off post in accordance with applicable local, state and federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation will apply. No open burning will be allowed.
