Description

The New Mexico VA Health Care System (NMVAHCS), located at 1501 San Pedro SE, Albuquerque, NM 87108 intends to negotiate a firm fixed price purchase order with Medical Graphics Corporation, 350 Oak Grove Parkway, St. Paul, MN 55127. The Government intends to limit sources in accordance with FAR 6.302-1 due to proprietary technologies, including software used during pulmonary booth calibration, and manufacturer claims that they are the sole service support provider for this equipment. NMVAHCS is requesting maintenance and repair (M&R) and annual preventative maintenance services for two pulmonary booths located at the Medical Center in Albuquerque, NM that were manufactured by MGC Diagnostics, model #830001-008 and acquired in November 2005. This equipment is utilized for direct patient care in outpatient respiratory clinics. Regular preventative maintenance of the equipment ensures diagnostic accuracy for our Veteran population, while M&R will safeguard against excessive downtime due to equipment breakage. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12 for one base period plus one option year for UltraCare Continuous Support Preferred Plan offered by MGC Diagnostics or equivalent. The North American Industry Classification System (NAICS) is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. Any firms who wish to identify their interests and capability to provide this service must provide proof that authorization from the manufacturer has been attained by notifying the Contract Specialist no later than 01:00 PM CDT, May 15, 2014. Such notification must include any documentation that includes certifications and descriptions of services that meets or exceeds the capability of the manufacturer. Notification shall be e-mailed or faxed to Richard Labonte, Contract Specialist, Richard.labonte@va.gov, fax: 432-517-4586. Upon Receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with the sole source negotiation. Responses received will be evaluated, however a determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the NMVAHCS will proceed with the procurement to Medical Graphics Corporation. This is not a request for competitive proposals or quotes.
