- PERFORMANCE WORK STATEMENT A.GENERAL INFORMATION 1. Title of Project: Cognitive Processing Training (CPT) Consultation and Training. 2. Scope of Work: The contractor shall conduct CPT trainings to VA mental health clinicians nationally and provide telephone consultation after the trainings. 3. Background: The VA National Center for PTSD, Women's Health Sciences Division (WHSD) has received funding for a national initiative aiming to train VA mental health clinicians nationally in Cognitive Processing Therapy (CPT). Since there are very few CPT experts within VA already who are eligible to conduct CPT trainings and provide consultation after the training, we are collaborating with CPT experts outside of the VA for these services. 4. Performance Period: The contractor shall complete the work required under this SOW during the contract base period of May 17, 2014 through May 16, 2015 with four options years. The work shall begin within 30 calendar days of award, unless otherwise specified. 5. Type of Contract: Firm Fixed Price B. CONTRACT AWARD MEETING No kick-off meeting is required for this contract. C. CONTRACTOR EXPERIENCE REQUIREMENTS a.The contractor will have demonstrated successful past experience using CPT routinely in clinical settings. b.The contractor will have attended the CPT Train-the-Trainer Conference in January 2007 sponsored by the NC-PTSD WHSD and the VA Office of Mental Health Services. c.The contractor will have experience in conducting CPT trainings to groups of 30-40 clinicians at once. d.The contractors will be determined eligible to provide these above services by Dr. Kathleen Chard, Director of the CPT Implementation Program. Submission of curriculum vitae is required. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: Task One: The contractor will provide phone consultation services to VA clinicians approximately 8 clinicians at a time) on a weekly basis, year-round. The calls are scheduled by the CPT Program (in collaboration with the consultant's availability. The contractor will provide cognitive processing therapy consultation that includes recruitment of clients for CPT, determination of appropriate clients, how to delivery CPT interventions, encouragement to maintain fidelity to the CPT protocol, handling emergent situations, providing modifications if necessary, clarifying CPT concepts and reviewing components of therapy being conducted. The contractor shall participate in quarterly telephone conferences with the CPT Program Coordinator and Director of the CPT Implementation Program to report on progress and provide attendance records for consultation calls completed. Deliverable One: The Contractor shall produce a tentative work schedule for availability in FY 14 and detailed agenda for each week to be turned in at the time of solicitation response. Once the contractor receives the award, a monthly log shall be produced one month before that will contain the schedule for that month along with the detailed agenda for each week. The progress report given at the quarterly telephone conferences with the CPT Program Coordinator and Director of the CPT Implementation Program shall cover all work completed during the preceding month and shall present the work to be accomplished during the subsequent month. This report shall also identify any problems that arose, along with a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved, with an explanation. Task Two: Provide training services at the National Rollout 2 Day CPT Workshops and Train-the-Trainer Workshop. CPT Train-the-Trainer Workshops scheduled for 2014: July 14-18. The National Rollout 2 Day CPT Workshop has not been scheduled: the anticipated date is going to be in early spring of 2015. Deliverable Two: The Contractor shall provide tentative detailed training agenda along with training materials to be turned in at the time of the solicitation response. Once the contractor receives the award, a finalized version shall be turned into the COR 30 days before the workshops start date. Task Three: The Contractor shall provide travel expenses for attending the National Rollout 2 Day CPT Workshops and Train the Trainer Workshop, Location To Be Determined, therefore this should be an estimated cost. CPT Train-the-Trainer Workshops scheduled for 2014: July 14-18. The National Rollout 2 Day CPT Workshop has not been scheduled: the anticipated date is going to be in early spring of 2015. Deliverable Three: The Contractor shall provide a best estimate of travel costs at the time of solicitation response. Once the contractor receives the award, travel and per diem shall be reimbursed in accordance with VA/Federal Travel Regulations depending on the location. The Contractor will provide the itemized amounts of his or her travel costs at the time of invoicing. E. CHANGES TO PERFORMANCE WORK STATEMENT (PWS) Any changes to this PWS shall be coordinated only through written correspondence from the COR (Contracting Officer Representative), however, the PWS will not officially be changed until the contractor receives an authorized and approved modification signed by the Contracting Officer A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the COR changing the PWS shall be borne by the contractor. I. TRAVEL Consultants will participate in providing training services at CPT National Rollout Two Day Conferences (Location TBD) and one four and a half Day Train-the-Trainer Workshop (Location TBD) CPT Workshops scheduled for 2014: July 14-18. The National Rollout 2 Day CPT Workshop has not been scheduled: the anticipated date is going to be in early spring of 2015. Locations: TBD by the Veterans Administration Travel and per diem shall be reimbursed in accordance with VA/Federal Travel Regulations. L. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
