Description
This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential qualified sources and their size classifications; HUBZone, 8(a), Woman Owned Business, Economically Disadvantaged Woman Owned Business Service Disabled Veteran Owned Business and Large Business relative to NAICS Code 561210, Facilities Support Services, with a small business size standard not to exceed $35,500,000.00 average gross annual receipts and NAICS Code 562211, Hazardous Waste Treatment and Disposal, also with a small business size standard not to exceed $35,500,000.00 average gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) 561210 and must respond to the following questions: 1) Is your business a small business under NAICS code 561210? 2) Is your firm a certified Section 8(a)? 4) Are you a certified HUBZone firm? 5) Are you a Woman Owned or Economically Disadvantaged Woman Owned business? 6) Are you a certified Service-Disabled Veteran Owned small business? 7) Is your business a large business? Please provide a capability statement addressing your organization's ability to perform, on an Army installation, as a prime contractor the work described in 1, 2 or both: 1.Facility Support Services (NAICS Code 561210) consisting of the following major areas of work: Exterior and Interior Building Maintenance Grounds Maintenance Plumbing Fire Protection Hot Water Heating Chilled Water Cooling Cascading Negative Air Pressure (contaminated air containment and filtration system) Air Distribution and Ventilation Systems Terminal Heating Unitary Air Conditioning Electrical systems Power Generation (600kW, 300kW) Intercom System Operation/Maintenance Security and Alarm Systems (anti-intrusion and CCTV) Potable Water Treatment Sewer System Maintenance Custodial Maintain detailed building and equipment maintenance records. Maintain a Document Control System in accordance with ISO 9001:2000 Operate and Monitor Direct Digital Control System (DDC). 2.Toxic Chemical Operations Support Services (NAICS Code 562211) consisting of the following major areas of work: Staff and operate an Operations Center (Safety and Entry Control) Operate and Maintain Building Toxic Agent Air Monitoring System using MINICAMS and Depot Area Air Monitoring System (DAAMS) platforms. Perform 3X chemically contaminated Material Destruction Perform 3X chemically contaminated solid and liquid waste containment Inspection, Certification of Military and Civilian Personal Protective Clothing and Equipment Training Support Team for Toxic Chemical Operations (toxic chemical handling, emergency response, and decontamination) Maintain, Calibrate and Operate Chemical Detection Equipment Maintain detailed equipment maintenance records. Maintain a Document Control System in accordance with ISO 9001:2000 The following are applicable to 1 and 2 above: All personnel shall pass an occupational health exam, participate in a medical monitoring program and be subject to random drug testing. Contractor personnel shall be physically able to wear chemical protective equipment to include protective mask in order to conduct maintenance tasks inside a toxic chemical environment. Wear of this equipment may be required for an extended period of time. Contractor personnel shall obtain favorable NACLC background investigations. Note that most of the required work will be performed in a toxic chemical facility. This Sources Sought Notice does not pertain to Competitive Outsourcing under A-76. This is not request for proposal and in no way obligates the Government to award any contract. Responses to this sources sought announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation.
