- THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The General Services Administration announces an opportunity to provide General Construction (GC) Services for the Limestone Restoration and Re-pointing Project located at the Birch Bayh Federal Building and U.S. Courthouse, 46 E. Ohio Street, Indianapolis, IN 46204. The scope of work consists of, but is not strictly limited to, general and spot cleaning, masonry restoration and masonry re-pointing. Work must be in ways and means appropriate to historic buildings, which is in accordance with The Secretary of Interior's Standards for Rehabilitation of Historic Properties. The base contract will include restoration and re-pointing of the roof parapets and the plaza retaining walls around the perimeter of the building adjacent to the sidewalks; the performance period for the base services is three hundred sixty-five (365) calendar days. Option 1 will include restoration and re-pointing of the exterior facades and courtyard facades; the performance period for option 1 is two hundred forty (240) calendar days. This procurement is set-aside for small business concerns. Funds are currently available. The North American Industrial Classification Code (NAICS) is 238140 (Masonry Contractors) with a size standard of $14 million. The estimated cost range for all work is between $1,000,000 and $5,000,000. This is a negotiated procurement; the GC will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and the total evaluated price. For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Experience providing General Construction Services for Similarly Complex Projects, Project Management Plan/Approach, Staffing Plan and Qualifications of Key Personnel, and Past Performance on Similarly Complex Projects. Award will be determined based on the best value to the Government. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps (FBO). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. FedBizOpps is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov) database, and is available for use by all Federal agencies. Registration in both SAM and FedBizOpps websites is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation.
