- NPSP DRAFT SOLICITATION QUESTIONS and ANSWERS 1. Do you expect to have a Program Manager for the IDIQ or a Program Manager for each task order (TO), or both? Will there be a separate program management task for the IDIQ level positions? Please clarify how the IDIQ Program Manager and the Requirements Manager positions will be expensed - to an IDIQ-level management task or across all the tasks as they are awarded. a. Expect the vendor to determine their method for staffing the task orders. There is no billing at the IDIQ level. 2. We would like to request that the final RFP documents be released in Word as well as PDF to make them easier to use. a. This will be considered. 3. There are two applications which are not mentioned in BOTH the IDIQ and a Task Order: AAIRS is in the IDIQ QASP but is not mentioned in either TO PWS; and CIDB is in the CJDB TO PWS but is not in the IDIQ QASP. Please clarify. a. Oversight - we will resolve 4. In the NOMS PWS (Background) and QASP (Scope of Performance), instead of saying 9 applications are supported under the TO, should it say 7? a. Oversight - we will resolve 5. We recommend the following labor categories be added: a. Program Control Analyst - Senior b. Program Control Analyst - Intermediate c. Program Control Analyst - Associate d. Project Scheduler - Senior e. Project Scheduler - Intermediate f. Project Scheduler - Associate g. Cloud Architect - Senior h. Cloud Architect - Intermediate i. Cloud Architect - Associate j. Requirements Analyst - Senior k. Requirements Analyst - Intermediate l. Requirements Analyst - Associate a. The offeror is expected to make modifications (add, delete, change as necessary) to the labor categories listed based on their proposal. The listed categories are provided for suggestion only. 6. Do you expect a blended rate for IDIQ Labor Categories? The IDIQ Labor Categories and Prices table seems to indicate so, but the Task Order Price Matrices ask for separate pricing for Prime and Subcontractor labor rates. Will blended or separate rates be used for each task order? a. The offeror may provide pricing as blended or separate in a format similar to the provided table. 7. Because the task orders fall under the IDIQ contract, there is a good amount of overlap of requirements in the PWSs. Will we have to repeat our processes and procedures for the IDIQ and both task orders, or is there a way to simplify the responses? a. There is nothing to do on the IDIQ. It establishes scope of the contract to provide general requirements that offerors should be expected to support. The Sample Task Orders represent the actual work to be performed. 8. There seems to be some disparity in the Period of Performance dates for the IDIQ and NOM Task Order PWS. They are: a. IDIQ PWS (Section 9) POP = 1 September 2014 - 31 August 2015 b. The NSPS NOM PWS (Section 10) = 01 July 2014 - 31 June 2015 Should the POP for the IDIQ start prior to any TOs being awarded? a. Oversight - we will resolve 9. The CJDB Task Order PWS (Section 10) states it is a 10 month effort with no option periods specified. Is it the Government's intention to establish a new task order for this effort after the 10 months? a. The government will determine whether or not to write another task order for CJDB beyond the initial 10 months. 10. The PWS and QASP for BOTH task orders, Item #18, states that software releases shall contain no greater than 10 CAT III defects when delivered. Should this read quote mark 10 unknown CAT III defects? quote mark Many of these applications include known low priority defects that the customer has chosen not to address. a. That is correct; we will resolve. 11. Given the complexity and number of ODCs for this effort, can the Government provide a plug number for ODCs? This will level the playing field for offerors, and eliminate the need to evaluate a range of prices for direct costs that may change during task execution. a. Yes. 12. Will the Government provide the NGIC SDLC documentation and the NCIC Change Management Process? a. Yes, this information will be provided in the FRFP and the reading room. 13. Could the government further clarify what types of data? Content Management implies certain document/web data. Is this raw data in a database? a. This is not raw data in a database. It could be binary files or structured XML files or anything in between. 14. Are there currently requirements management tools in use today, or is the government looking for the contractor to introduce and implement new tool sets? a. There is no standard/approved requirements management tool installed at the NGIC. Historically, this is up to the vendor to determine. Historically, vendors have utilized industry-standard tools. 15. Is there a specific cloud migration decision framework in use, or is this to be developed by the contractor? a. This is an Intelligence Community standard migration decision framework that will be provided to the vendor, if NPSP 6.6 Task 6 is implemented by use of a task order. The vendor will be expected to build the migration decision framework. 16. What technologies are each application built in (languages, database technologies, frameworks, server environments, etc)? - NOM a. This information will be provided in the FRFP and the reading room. 17. What technologies are each application built in (languages, database technologies, frameworks, server environments, etc)? - CJDB a. This information will be provided in the FRFP and the reading room. 18. What specific DoD standards is CIDB in compliance with? a. JTAPIC Charter; Army Regulation 25-2; DoD Instruction 6025.21E; DoD Instruction 8500.01; DoD Instruction 8510.01 19. What applications and/or services are used to add data to and retrieve data from CIDB? a. WebTAS 20. What applications and/or services are used to add data to and retrieve data from JTAPIC? a. WebTAS 21. What Configuration Management tools are available (software, source code, requirements, project artifacts, etc)? a. During transition, all relevant application/software artifacts will be provided to the winning vendor. The configuration management tool to do CM is up to the vendor. 22. What legacy/older technologies are in use? a. This information will be available for review in the reading room. 23. Can the government provide a breakout for on-site vs off site for the current work? a. The government will not provide historical information regarding what work is performed on-site vs. off-site. 24. Do off-site contractor employees need to have Top Secret/SCI clearance? a. Note: Contractors must possess an active TS facility clearance to compete for this effort. An off-site building with a secret or TS clearance is not contractually required. Historically, there are have been two Secret-Level, standalone classified test laboratories. 25. Does the government require the Prime bidder to provide contractor provided facility? a. No. 26. What is the backlog for O&M and Application Enhancement? a. At this time, that information is not available. 27. Is the Government going to release the acquisition schedule? a. No. 28. Is the government going to provide a bidders library of technical documents? a. Yes, this information will be provided in the reading room. 29. Is the Government planning to hold an industry day before the RFP is released? a. No 30. Will there be any cost associate with the PMO at the IDIQ level or will all costs be developed at the task order level? a. Task order level. 31. Is the government going to provide ODC plug number to be used in preparing the bid? a. Yes 32. Will NGIC release drafts for RFP sections L and M? a. Yes 33. For each application listed in the PWS, please identify the following: a. Primary programming language b. Underlying database c. Underlying core software infrastructure (VMware, OS, etc.) d. What and how many specific positions are intended to be filled by this contract? a. This requirement is performance based and the Government does not dictate the number of personnel offerors propose to meet the requirements. Solution will be determined by the offerors. 37. Will CIDB/JTAPICDB/AAIRS fall under the NOM Task Order after completion of the CJDB Task Order? a. That is unknown at this time. 38. AAIRS is not referenced in the PWS for CJDB but does appear in the CJDB QASP. What specific, unique support does the application require? a. Oversight - we will resolve 39. Will the contractor work site be required to have access to classified government networks, or is it specifically limited to hardware storage? a. Note: Contractors must possess an active TS facility clearance to compete for this effort. An off-site building with a secret or TS clearance is not contractually required. Historically, there are have been two Secret-Level, standalone classified test laboratories. All access to classified government networks shall be performed at the government site. 40. Work location for PWS and each TO indicate government and contractor site for execution. What is the clearance level required for the contractor site? What is the anticipated scope of work for the contractor site? (Reference NPSP PWS Section 8; NPSP NOM PWS Section 9; NPSP CJDB PWS Section 9) a. Note: Contractors must possess an active TS facility clearance to compete for this effort. An off-site building with a secret or TS clearance is not contractually required. Historically, there are have been two Secret-Level, standalone classified test laboratories. 41. Travel requirements include one trip each to Canberra, Australia; Toronto, Canada and two times for travel to Huntsville, are these single trips for the duration of the contract? Or should we anticipate annual trips (one for each ordering period)? Are there other contractor travel requirements? (Reference NPSP PWS Section 8; NPSP NOM PWS Section 9; NPSP CJDB PWS Section 9). a. Estimate one of each trip for each year for the duration of the contract. 42. Is travel intended for one Contractor to each location? a. Depends on the trip requirements; travel cost will be a plugged number in each task order. 43. Regarding ODCS costing: travel is the only ODC called for in the DRFP. Will the FRFP have plug numbers for travel? a. Yes 44. The price template for CJDB indicates a single ordering period with a period of performance of 10 months. Is there any expectation that the PoP will be greater than this? (Reference Task order CJDB Price matrix NPSP.pdf) a. No. 45. Follow-on work: There is a common statement in the NPSP PWS and each Task Order indicating an option for follow-on work. Will this follow-on work be funded as an ECP to the new award or as a separate award? (Reference NPSP PWS Section 13.1; NPSP NOM PWS Section 14.1; NPSP CJDB PWS Section 14.1) a. A new task order would be awarded or an option exercised, where applicable. 46. Two contract start dates are included 1 JUN 2014 (Reference NOM TO section 10) and 1 SEP 2014 (Reference NPSP PWS Section 9), which is right? a. Oversight - we will resolve. 47. There is a separate CLIN for the CJDB TO, for 10 months (NPSP CJDB PWS Section 10). Does the customer anticipate that the CJDB TO will end in ten months? Which start date is that based on? a. Yes, CJDB is a separate task order. 48. Based on references to both government and contractor work locations will the Final RFP have CLINS broken for both billing rates? a. No 49. Are there any requirements regarding distance from the contract site mentioned in the DRFP and NGIC? a. No, there is no distance requirement. However, the government expects consistent interaction/communication on a regular basis as indicated in NOM and CJDB PWS section 6.1.5. 50. In reference to NGIC NPSP PWS paragraph 13.9 and TOS paragraphs 14.1, will the government provide historical staff profile / current staffing? a. No. 51. For JTAPICDB and CJDB specifically, are the lines of code listed related to some programming language or database entries? a. Yes 52. For all nine applications, is there access to source code so that reverse engineering is negligible? a. Yes, the vendor will receive the source code 53. For all nine applications, is there access to the current accreditation package for all impacted networks? a. Yes, but the government cannot provide this documentation until post-award. 54. For all nine applications, are all hardening procedures scripted/documented? a. Yes. 55. For all nine applications, are the installation instructions either well documented or preferably scripted (so development work can be performed at the offsite contractor location)? a. Yes. 56. For application with external interfaces, are those interfaces well documented and known? a. Yes 57. What periodic meetings are required to be face-to-face? Can contractor travel to certain periodic meetings subject to TM/COR approval? a. See section 6.1.5 of NOM and CJDB for the required in-person meetings. 58. Who are the current incumbents for the 9 applications to be supported? a. Northrop Grumman, CACI, Booz Allen Hamilton, Data Solutions & Technology, Inc., and Innovative Management Concepts, Inc. 61. What are the contract values for the existing contracts supporting the 9 applications? a. This information is source selection sensitive. 62. What is the historical engineering LOE for each of the applications? a. The government will not provide this information. The government is seeking innovative ways to meet the requirements of NPSP. 63. Will a PMP be required for Program Managers? a. Not required. 64. Will the government provide the required certifications for the labor categories provided? a. No. 65. Does the government plan to migrate all 9 applications to the cloud? If not does expect to retire/cease to support any of the applications? a. That is to be determined. 66. Does the government anticipate the use of Agile methodology? a. Government cannot dictate methodologies for how to complete the work. The contractor will use its discretion. 67. Will the government provide existing requirements to be imported into Requirements Database? a. Yes 68. Who is the existing Cloud Provider? a. Unknown at this time. 69. If data is migrated to the cloud prior to the application, is it the government's intent that new data entered into the existing application will flow to the cloud as well? a. That is currently undetermined. 70. Who will determine quote mark required ingestion methods? quote mark a. The government. 71. Will the government be providing a list of GFE equipment and supplies with the final RFP? a. Yes. 72. Will the government provide the descriptions and skills to all 131 labor categories. Currently LCATs such as Seat Management Administrator, Quality Professional, Facility Staff, Audio/Visual Engineer Fabrication, and Draftsman for example are either not intuitive/common positions or they do not fit the requirements of the published DRFP a. The offeror is expected to make modifications (change/add/subtract) to the labor categories provided based on their proposal. The list provided is for suggestion only. 73. Please clarify that hardware storage up to Top Secret is required and that utilization of computing hardware classified at Top Secret/SCI is required at the offsite facility. a. This level of data is not required at an off-site location. Note: Contractors must possess an active TS facility clearance to compete for this effort. An off-site building with a secret or TS clearance is not contractually required. Historically, there are have been two Secret-Level, standalone classified test laboratories. 74. What is considered or is the definition of quote mark all available Incident data quote mark What are the sources for this Incident data? a. Government cannot provide any additional information until after award due. It is not necessary for offerors to understand this for proposals. 75. What stage of IA certification is JTAPTIC in? a. Certificate of Networthiness 76. Can the government clarify this statement. Is it the governments intent to have CIDB and JTAPICDB export to CIDNE using WebTAS or using WebTAS to input data from CIDNE into currently CIDB and JTAPICDB. a. The intent is to import data from CIDNE, utilizing WebTAS into CIDB. 77. Does the government plan on ingesting CIDNE data or pushing CJDB data into CIDNE and/or DCGS-A? a. The government already ingests CIDNE data into CIDB. There is no plan to push data into CIDNE. It is unknown whether or not the data will be pushed to DCGS-A. 78. Can the government give further examples of databases and or third party systems it intends to use to populate these databases? a. Currently WebTAS. 79. Does the government consider the NGIC's World Wide IED DB one of NGIC's enterprise systems? If so is it the government s intent to push or Pull data into/from the WWIED Db. a. At this time, it is not considered one of NGIC's enterprise systems. 80. Can the government state if the current versions have a tearline or redacting purposes for releasing data so it doesn't include PII and PHI data when it is not releasable? a. No 81. Can you clarify which NGIC reporting systems you intend to integrate with? a. Currently, CIDNE, but it is unknown what reporting systems can/will be used in the future. 82. States that travel will be to Canberra, Toronto, and Huntsville. Is this an error? a. Yes. Will resolve. 83. What work is performed at the contractor facility? a. The government will not provide historical information regarding what work is performed on-site vs. off-site. 84. Will GFE equipment be provided at the contractor facility? a. Yes 85. Is the PoP a single 10 month contract, or will there be a 10 month base with option years? a. Single 10 month CJDB task order. 86. Will the same key personnel be required for each TO under this IDIQ? a. Government cannot dictate methodologies for how to complete the work. The contractor will use its discretion. 87. States that 9 applications are supported, only 7 are in this section. It appears that AAIRS and JTAPIC have not been added to this section. Is this an omission? a. Oversight. Will resolve for FRFP 88. Is this still a small business set aside? The FBO notice now indicates quote mark N/A quote mark ? a. This is a Total Small Business Set-Aside. FBO does not specify a set-aside at this time, since the solicitation is a draft. This will change on the FBO site from N/A, to Total Small Business Set-Aside when the final solicitation is released. The AFSI site shows this as a Total Small Business Set-Aside. 89. Was the preceding contract a multiple award IDIQ? a. This is a new contract. 90. As I review the Draft RFP, we are a little confused about the Past Performance Assessment letters (PPQ_PSP.pdf). Is there an immediate requirement from us, as an offeror, to provide a response to this? Is this filled out by the offeror now or a reference to the offeror at a later? The dating on the letter has caused this confusion and we certainly do not want to miss an immediate due out. a. Nothing is required at this time. The RFP is only a draft at this time. 91. Will questions and comments be made public/posted to ASFI/FBO or only be used to improve the RFP? a. The questions/answers and comments will be posted to ASFI/FBO and also be used to improve the final RFP that is released. 92. Are contract numbers available for IMC and CACI? The previous RFI only listed contract numbers for NG and BAH, but listed IMC and CACI as incumbents. a. IMC: GS-06F-0529Z; CACI: W91QUZ-06-D-0020/KH05 93. Does the government have multiple computing environments dedicated for the different stages of the development lifecycle? Example: Development, Systems Integration Testing, Systems Acceptance Testing, Pre-production, Production, etc. a. Yes, the government has three on-site environments: Test, Pre-production, and Production. 94. Will relevant SOP documents be available during solicitation? For example, the draft RFP requires compliance with quote mark NGIC SDLC, Vol 4, Minor Release quote mark and quote mark NGIC Change Management. quote mark a. Yes, this information will be provided in the reading room. 95. We believe that one of the single most important components required for the successful management of a software program is experienced program management. In order for the government to realize the technical efficiencies and cost savings associated with a consolidated contract, effective program management is imperative. We suggest that the government require a past performance for which the prime contractor has held the prime contractor position responsible for program management of a program of similar size and nature as NPSP. a. The government will take it under advisement. 96. Inevitably there are times during the course of a software program in which the government and the contractor must work through issues. A strong contractor management staff within close physical proximity often provides a working environment producing the best results when issues arise. We suggest that the government require the contractor to maintain decision making management to reside within 25 miles of the NGIC facility. a. The government will take it under advisement. 97. We understand that the requirements of a software consolidation program containing a mix of O&M and software development services cannot necessarily be defined in absolute terms. The mix of O&M to software development changes as situations dictate and applications move between life cycle stages. With that understanding, the challenge to industry in providing a manageable cost quotation is lessened in some correlation with the amount of information we are provided by the government. a. As best the government can speculate, we suggest the following information be included in the final RFP. Included is a table that might help the government more easily include the requested information: i. Which programs will be purely O&M. ii. Which program enhancements will be focused more on adaptations to new operating system and browser versions (mostly O&M with some limited software adaptations). iii. Which programs will require external interfaces. iv. Which programs will focus on major new capabilities. v. Which programs are the most likely candidates to migrate to the Cloud. vi. What are the projected investments in software development for each of the 9 programs in the base year. vii. Which programs, if any, are scheduled to be retired or off-ramped during the life of NPSP. viii. Any new program starts, or existing programs, projected to be added to NPSP in the next 1-3 years. a. The government will take it under advisement. 98. Small business set-aside procurements the size of NPSP often result in the creation of a team wherein the small business will be responsible for managing subcontractors. Many small businesses have not developed the necessary procedures to manage a team of subcontractors. This is particularly challenging when a large business serves as a subcontractor to a small business in the integration of two distinctly different cultures into one cohesive team. We believe that the government should request that at least one past performance demonstrate experience and proven processes for such areas as personnel management, security clearance processing, tasking, and invoicing of subcontractors, including large business partners. a. The government will take it under advisement. 99. We believe that successful past experience in similar, relevant programs will help to predict a vendor's success supporting NPSP. With that said the term quote mark relevant quote mark as defined on paragraph (v) VOLUME 5 - Past Performance, sub-point 2 on page 60 restricts relevant past performance only to those in support of software quote mark residing on classified networks quote mark which can eliminate some programs which are similar in many other areas but may run on sensitive or closed networks requiring many of the same security regulations present for classified networks. We suggest that the government consider a slightly more broad definition of quote mark relevant quote mark to include applications residing on sensitive or closed networks. a. The government will take it under advisement. 100. We respectfully request that the government make clear if the Compliance Matrix counts toward the page limit. a. No, it does not. 101. Will the Government provide a list of current or planned transition GFE? a. Yes, the government will provide an example list of current GFE. 102. Please clarify that Key Personnel are to be assigned to a TO, charge across multiple TOs, or will charge at the IDIQ level? a. Personnel will not charge at the IDIQ level. The contract is funded at the task order level. Government cannot dictate methodologies for how to complete the work. The contractor will use its discretion. 103. In applying; 52.219-14 Limitations On Subcontracting, is the concern a reference to the SB prime or all small businesses on the team? Will Small Business subcontractors count toward the SB set aside goal or otherwise? a. See FAR 19.001 and FAR 19.1. (http://farsite.hill.af.mil/) 104. Does 52.216-19 ORDER LIMITATIONS (OCT 1995) apply to the sample task orders? a. Yes. 105. These sections seem to conflict. Is submission by Email only or printed and Email? a. A printed copy of the proposal is to be mailed and a digital copy is to be e-mailed. 106. There is confusion as to what page relief if any is given to Technical Capability; 30 pages; 10 IDIQ PWS, 10 NOM PWS, and 10 CJDB PWS? Does the page count relief (**) apply to both the Management and Technical Capability, if so could the government clarify how this is applied to 15 pages of Management? a. This will be adjusted. 107. Are the NOM and CJDB Task Orders Sample TOs or Awardable TOs? a. Both. They are sample task orders for source selection and will be awarded as the initial task orders. 108. Parts (a) and (c) of (1) Technical Capability Section seem to both address approach to Sample Task Orders, recommend removing the reference and the Sample Task Orders from (a). a. This will be adjusted for clarity. Subparagraph (a) is requesting a more generalized approach/summary, whereas (c) is looking for the actual technical implementation on the task orders. 109. (iv) Volume 4 (1) Management Section (d) Staffing - As stated in Section H.4 clearance cross overs are required and can often take up to 30 days. How is it possible for anyone but incumbents who do not change companies or contracts to have the appropriate clearances on the first day of the period of performance? This instruction seems unrealistic to meet on the first day will the government consider extending the requirement to a reasonable timeframe? a. Offerors need to have cleared personnel on day 1. The government will work with the contractor to process personnel to get them read-on and in the building. 110. (iv) Volume 4 (1) Management Section (e) Transition - What is the Transition Phase in period? We recommend 60 days? a. Offerors will propose transition periods. 111. (iv) Volume 4 (1) Management Section (a) - (g) which of these count against the 15 page limit and which are additional attachments, not counted against page count? a. They should all be addressed in the 15 page limit. 112. Factor 2 Management - During the NPSP RFI phase the government asked for a facility clearance at the TS level and did not require a SCIF, this seems to be unreasonable? We recommend the government make this a requirement after award and ask the offerors for their capabilities to deliver this need as part of the offeror's transition plan. a. The NPSP RFI did not require the offeror have a TS cleared facility. The RFI requested information about the clearance level of the company's personnel considering the government expects the offeror to be able to supply cleared personnel upon contract award. The government does not anticipate that the offeror must have a TS safeguarding. 113. The Government will also consider the offer's technical solution for its ability to integrate efforts across required services, bring innovative processes, technologies and capabilities to the mission. Will the government provide a bidders library that provides details of the existing services, the current; processes, technologies and capabilities of the mission supported by the Sample Task Orders? a. The government will provide a reading room containing the requested information. 114. Given the (1) size of the contract; (2) potential for a collection of Task Orders to change the overall status of any one small business and (3) diversity of systems and skills for the overall scope of the contract, and (4) interest by the Government to avoid vendor-lock and maintain an innovative and competitive; will the Government consider a limited multi-award SB IDIQ? a. No. 115. In addition to the requirements identified in H.2.8 (i.e. The contractor shall maintain records which indicate a complete and verifiable cost and accountability audit trail for all GFP and any other items that may come under the accountability of the contractor) will the Government consider clearly identifying expected contractual IDIQ deliverables, their format, and timing to be performed through the life of the contract? a. Deliverables are identified in the Sample Task Orders. There are no deliverables at the IDIQ level. 116. It is understood that all contractor personnel must complete required training identified in H.5. However, will the Government consider clearly stating which training elements of H.5.1 through H.5.6 will be provided by the Government and which training elements will be provided by the Contractor? a. All training identified in H.5 will be provided by the government. 117. In addition to Manpower Reporting, will the Government consider clearly identifying expected contractual IDIQ deliverables, their format, and timing to be performed through the life of the contract? a. Deliverables are identified in the Sample Task Orders. There are no deliverables at the IDIQ level. 118. Does the transition plan include transition-in and transition out for the contract as a whole, transition approach for task order, or both? a. Transition-in/out for the contract as a whole; transitioning from the pre-existing task orders to NPSP. 119. The Government Evaluation Factor requires offeror's ability to provide seamless support with no degradation of service at the outset of contract performance through the hand-off of responsibility at the end of contract performance as evidenced in the Transition Plan.' Will the Government provide/define the current measure of service against which the proposed transition plan will be evaluated? a. Offerors will propose transition periods. 120. Does the NGIC interpret the small business set-aside such that the small business prime awarded the contract must execute 51% of the effort, with its partners (if any) executing the balance of the work, or is it acceptable for a group of small businesses (one prime, several subcontracted to it) to execute 51% of the work? In light of this, will the NGIC entertain the formation of a quote mark Joint Venture quote mark business agreement that would allow for the partition of the small business component of this work, with all of the members of the venture individually meeting the requirements of the small business threshold? a.
