- Notice of Intent to Sole Source Notice Type: Intent to Sole Source Date Posted: 09 May 2014 Office Address: U.S. Army Medical Research Acquisition Activity ATTN: MCMR-AAA-MB 820 Chandler Street Fort Detrick, MD 21702-5014 Tel: 301-619-2799 DSN: 343-2799 Contact Person: Matthew Teel, Purchasing Agent; email: matthew.d.teel.civ@mail.mil Subject: Intent to Sole Source Classification: None Solicitation #: GSA RFQ873327 Set Aside: Unrestricted NOTICE TEXT: The United States Army Medical Acquisition Activity (USAMRAA) intends to submit a Sole Source Request for Quotation (RFQ) for continued license support for ArcGIS Server Enterprise Version 10.x Upgrade to Existing Licenses manufactured by ESRI, for licenses previously purchased by the Army. The justification for this sole source requirement is in accordance with (IAW) FAR Part 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, and IAW AFARS 5139.101 which requires Army purchasing of both hardware and software to be made through the Computer Hardware, Enterprise Software & Solutions (CHESS) website. The required core and user software licenses will be purchased under the ESRI GSA SmartBuy Contract Addendum, SIN132-33. This will be for a single, Firm Fixed Price (FFP) award which will include a base year, plus four options years (not to exceed 5 total years) for continued maintenance. All capability statements received by closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Based on the above information, the only technically acceptable software can be provided by ESRI, and only the current ESRI SmartBuy contract will satisfy the requirements for both DoD ESI, and Army CHESS. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
