- Notice of Intent to Brand Name Sole Source 09 May 2014 Notice Type: Intent to Brand Name Sole Source Date Posted: 09 May 2014 Office Address: U.S. Army Medical Research Acquisition Activity ATTN: MCMR-AAA-MB 820 Chandler Street Fort Detrick, MD 21702-5014 Tel: 301-619-2799 DSN: 343-2799 Contact Person: Matthew Teel, Purchasing Agent; email: matthew.d.teel.civ@mail.mil Subject: Intent to Brand Name Sole Source Classification: None Solicitation #: W81XWH-14-T-0223 Set Aside: Unrestricted NOTICE TEXT: The United States Army Medical Acquisition Activity (USAMRAA) intends to award a brand name sole source, Firm Fixed Price (FFP) award with Life Technologies Corporation, or distributors of the brand name product, in accordance with FAR 6.302-1 (1), only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for VeriFlex 96-Well Temperature Verification Kit for 0.2mL Veriti System by the Medical Maintenance Branch, Logistics Division, Walter Reed Army Institute of Research (WRAIR). Product must be brand name to calibrate Geneamp Polymerasa Chain Reaction (PCR) Systems manufactured by Applied Biosystems. This award will be for a new firm-fixed price contract in support of the WRAIR, currently located in Silver Spring, MD. An open market solicitation will be posted on Army Single Face to Industry (ASFI), and FedBizOpps, at a later time. These funds will be obligated upon issuance of a contract. Minimal Essential Characteristics of the Product Entail: System must work with the automated validation software on the Veriti 96 well Thermal Cycler. Must have an Accuracy of Well Probes of 0.1 C at (35 C to 96 C) 0.2 C at (0 C to 100 C) Must have accuracy of well probe of 0.1 C at (35 C to 96 C), and 0.2 C at (0 C to 100 C) Must have accuracy of heated cover probes of 1.0 C at (100 C to 110 C) and 1.5 C at (35 C to 125 C) Must have a temperature range at well probes 1 to 8 of 0.00 C to 100 C Must have a temperature range at well probe 9 of 35.0 C to 115.0 C Must operate within an environmental temperature range of 18 C to 28 C Must operate within an environmental relative humidity range of 0 to 75% Must have a reading rate of 1 per 1.2 second. Must be standard, operating temperatures range +32 to +120 F, for applications / environmental construction. Temperature probe must fit 0.2 ML well and be a platinum resistor type Must provide testing for Temperature Verification Tests, Temperature Non-Uniformity Checks and Heated Cover Tests. Load backrest must be 48 quote mark high (1219mm Must be interchangeable with 0.02 ML, 0.1 ml Applied Biosystems Thermo Cycler wells Must be NIST Traceable Must be battery operated All capability statements received by closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Based on the above information, the only technically acceptable product can be provided by Life Technologies Corporation. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
