Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Chemical Defense (MRICD) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Jackson Laboratory, 600 Main Street Bar Harbor, Maine 04609-1500, for the award of an indefinite delivery contract for specific knockout and transgenic mice strains. The USAMRICD Neuroinflammation and Neuroprotection Team requires a consistent and steady source of a variety of knockout and transgenic mice for continuing studies to develop neuroprotectants targeting the neuroinflammatory response. To date, the use of mouse strains with inactivated neuroinflammatory genes has provided a robust and powerful means for validating inflammatory pathways prior to drug screening. FDA approved drugs can be sent directly for therapeutic efficacy testing into wild type mice with more extensive neuropathological and neurobehavioral tests for those therapeutic regimens that pass initial GO/NO GO decisions. USAMRICD's method of target validation is an extensive and efficient approach to neuroprotectant discovery that will reduce false negatives and identify numerous potential therapeutics prior to expending precious labor and resources on in vivo rodent drug testing. However, this process requires replication and low variability, with one of the largest sources of variability being the biological system itself (i.e. the mouse). Additionally, 1000's of data points have already been collected using these mice and would be invalidated if animals were procured from another vendor. Therefore, all strains must continue to be procured from the same facility, in this case, Jackson Laboratory, to continue to use historical data for comparison and to reduce strain variability. Additionally, the strains listed above are unique to Jackson Laboratory as it is a non-profit research organization and maintains many of these models that were donated for scientific use. Therefore, Jackson Laboratory has been identified as the only available vendor for the above listed knockout and transgenic mice strains. The North American Industry Classification System (NAICS) for this requirement is 112990 and the size standard is $0.75 Million. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 17 days after the publication of this notice, the purchase will be awarded without further remark.
