INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) JOB ORDER CONTRACT (JOC) ABOARD MARINE CORPS BASE (MCB) CAMP PENDLETON, CA; MARINE CORPS AIR STATION (MCAS), CAMP PENDLETON, CA; NAVAL WEAPONS STATION, FALLBROOK DETACHMENT, FALLBROOK, CA; MCAS MIRAMAR, CA AND MARINE CORPS RECRUIT DEPOT (MCRD), SAN DIEGO, CA. This is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. All responses will be used for market analysis in determining the availability of potential qualified small businesses that may be used to determine appropriate acquisition strategy. This notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. The Resident Officer in Charge of Construction (ROICC), Marine Corps Base (MCB), Camp Pendleton, California is seeking commercial sources to provide all management, labor, supervision, tools, materials, transportation, and equipment necessary to establish a Job Order Contracts (JOC) which supports the Marine Corps Base (MCB) Camp Pendleton, CA; Marine Corps Air Station (MCAS), Camp Pendleton, CA; Naval Weapons Station, Fallbrook Detachment, Fallbrook, CA; MCAS Miramar, CA and Marine Corps Recruit Depot (MCRD), San Diego, CA. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 237110 � Water and Sewer Line and Related Structures Construction. The size standard for NACIS 237110 is $33.5M. The work is primarily engaged in engaged in the construction of water and sewer lines, mains, pumping stations, treatment plants, and storage tanks. All structures (including buildings) that are integral parts of the water, steam, and wastewater networks are included. This contract will not include waterfront/marine construction or petroleum, oils, and lubricant (POL) systems construction. The types of projects may include but are not limited to: repair outlet gate; construct fire/water supply line with hydrants; replace PVC natural gas lines; rehab sludge drying beds; construct water lines/telecom lines; etc, It is anticipated that the contract performance period will include one-year basic period, and four (4) one-year option period. The planned maximum ordering capacity is not-to-exceed $30 million over the life of the contract or five years, whichever comes first, assuming that all option years are exercised. The Task Orders will be issued as firm-fixed-price and the estimated range is between $2,000 each and a maximum of $1,000,000 each. It is anticipated that the firm awarded a contract will have to have a minimum bonding capacity of $1,000,000 per project and $15 million aggregate. The Government requests interested parties to use the attached �N6247314RX237 JOC Sources Sought Response Form � to submit a response which includes: (1)Contractor Information: Provide your firm �s contact information; (2)Type of Business: Identify whether your firm is a SBA certified 8(a), SBA certified HUB Zone, SDVOSB, and/or SBA certified WOSB/EDWOSB concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. (3) Bonding capacity; Provide your surety �s name, your maximum bonding capacity per individual project, your maximum bonding capacity, and your current bonding capacity. (4)JOC familiarity/experience: Submit a minimum of three (3) government or commercial contracts/projects your firm has completed in the last 3 years demonstrating your experience under NAICS 237110 with a cost range of $2,000 to $1,000,000. For each of the contracts/projects submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work; type of contract (IDIQ or other); a narrative description of the work provided by your firm; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract. (5)Include a copy of your company �s SBA profile from http://dsbs.sba.gov and your company �s System for Award Management (SAM) printout from https://www.sam.gov. The Government will use this information in determining its small business set-aside decision. This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. Interested firms are requested to provide their aforementioned information no later than 2:00 p.m. Pacific Daylight Time, Wednesday, 28 May 2014. No pricing input is being requested.
