INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) JOB ORDER CONTRACT (JOC) ABOARD MARINE CORPS BASE (MCB) CAMP PENDLETON, CA; MARINE CORPS AIR STATION (MCAS), CAMP PENDLETON, CA; NAVAL WEAPONS STATION, FALLBROOK DETACHMENT, FALLBROOK, CA; MCAS MIRAMAR, CA AND MARINE CORPS RECRUIT DEPOT (MCRD), SAN DIEGO, CA. This is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. All responses will be used for market analysis in determining the availability of potential qualified small businesses that may be used to determine appropriate acquisition strategy. This notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. The Resident Officer in Charge of Construction (ROICC), Marine Corps Base (MCB), Camp Pendleton, California is seeking commercial sources to provide all management, labor, supervision, tools, materials, transportation, and equipment necessary to establish a Job Order Contracts (JOC) which supports the Marine Corps Base (MCB) Camp Pendleton, CA; Marine Corps Air Station (MCAS), Camp Pendleton, CA; Naval Weapons Station, Fallbrook Detachment, Fallbrook, CA; MCAS Miramar, CA and Marine Corps Recruit Depot (MCRD), San Diego, CA. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 236220 - Commercial and Institutional Building Construction. The size standard for NACIS 236220 is $33.5M. The work covered by this planned contract consists of a broad range of real property maintenance and repair construction projects to include: minor construction, repair, alteration, renovation, and maintenance services that do not required certified design (stamped drawings). The types of projects may include but are not limited to: Renovate buildings; wash rack retro fit; repair damaged walls; build gazebo; upgrade electrical and replace transformer; replace steel natural gas line; repair/replace HVAC system; repair shower leaks; renovate and abate exterior; install gutters; upgrade lighting; repair/refurbish elevator doors; build up roof; It is anticipated that the contract performance period will include one-year basic period, and four (4) one-year option period. The planned maximum ordering capacity is not-to-exceed $30 million over the life of the contract or five years, whichever comes first, assuming that all option years are exercised. The Task Orders will be issued as firm-fixed-price and the estimated range is between $2,000 each and a maximum of $1,000,000. It is anticipated that the firm awarded a contract will have to have a minimum bonding capacity of $1,000,000 per project and $15 million aggregate. The Government requests interested parties to use the attached �N6247314RX236 JOC Sources Sought Response Form � to submit a response which includes: (1)Contractor Information: Provide your firm �s contact information; (2)Type of Business: Identify whether your firm is a SBA certified 8(a), SBA certified HUB Zone, SDVOSB, and/or SBA certified WOSB/EDWOSB concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. (3) Bonding capacity; Provide your surety �s name, your maximum bonding capacity per individual project, your maximum bonding capacity, and your current bonding capacity. (4)JOC familiarity/experience: Submit a minimum of three (3) government or commercial contracts/projects your firm has completed in the last 3 years demonstrating your experience under NAICS 236220 with a cost range of $2,000 to $1,000,000. For each of the contracts/projects submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work, and facility (office, hangar, warehouse, medical, BEQs); type of contract (IDIQ or other); a narrative description of the work provided by your firm; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract. (5)Include a copy of your company �s SBA profile from http://dsbs.sba.gov and your company �s System for Award Management (SAM) printout from https://www.sam.gov. The Government will use this information in determining its small business set-aside decision. This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. Interested firms are requested to provide their aforementioned information no later than 2:00 p.m. Pacific Daylight Time, Thursday, 29 May 2014. No pricing input is being requested.
