Description
The Mission & Installation Contracting Command, Fort Drum, NY, in accordance with FAR 13.106-1(c)(1), intends to orally solicit a requirement for Load Testing and Calibration of 400Hz Converters and 400Hz Outlets on Fort Drum, NY to small businesses (the specific tasks are listed below). The contract type shall be quote mark Firm Fixed Price Purchase Order quote mark. Oral quotes are due on 27 May 2014 at 10:00 AM Eastern Standard Time (EST). There is a site visit on May 22, 2014 at 9:00 AM EST. The meeting place will be T-46, West Street, Fort Drum, NY 13602. The group will leave from T-46 promptly at 9:30 AM EST to go to the site. If a quote is provided, please include in the quote the date you could start the job and approximately how long you estimate the job will take. Any interested party may inquire with the following Contract Specialist via email: ryan.l.cross6.mil@mail.mil with the subject heading quote mark W911S2-14-Q-8449 quote mark in order to receive the entire Performance Work Statement (PWS). Basis of award will be based on price; all work shall be completed with-in 90 days after receipt of award. This procurement is one hundred percent set-aside for Small Business concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the Central Contractor Registration (CCR) under the NAICS 238210. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. If you have any questions please submit them in writing via email to; ryan.l.cross6.mil@mail.mil or delivered, mailed to, Mission & Installation Contracting Command, 45 West Street, Fort Drum, NY 13602-5220. Specific Tasks: 5.1. GENERAL: Provide all resources, except Government Furnished Property (GFP), necessary to perform load testing and calibration of 400 Hz converters and outlets in seven (7) buildings located on the Wheeler Sack Air Field, Fort Drum NY. These outlets are used to power fixed and rotary wing aircraft, and requires an annual load test and inspection of the outlets and power supplies. All work will be performed in accordance with the Performance Work Statement, and subject to the terms and conditions of the contract. 5.2. LOG IN-OUT: The Contractor shall contact the Government Point of Contact (POC) one week prior to commencing work and when all work is completed. The Government POC will be given at the time of award. 5.3. LOCATION: The Contractor shall perform load testing and calibration of 400 Hz converters and outlets in the following buildings: P2050, P2060, P2070, P2072, P2074, P19710, and P20470. 5.4. REQUIREMENTS: The Contractor shall perform the following tasks at each building location. 5.4.1. The Contractor shall visually inspect all equipment, and vacuum, clean, and wipe down the inside of the converters. 5.4.2. The Contractor shall turn on and monitor converters outputs. 5.4.3. The Contractor shall connect a yearly calibrated load bank to each 400Hz cable and outlet in the hanger and load test for a minimum of 1.1 hours. The Contractor shall monitor each outlet and cable for the following: 5.4.3.1. The Contractor shall, at 0% load, test the incoming voltage and the output voltage, frequency and current before loading with a Fluke meter model 381 or equal. 5.4.3.2. The Contractor shall, at 50% load, test the output voltage, frequency and current with a Fluke meter model 381 or equal. 5.4.3.3. The Contractor shall, at 100% load, test the output voltage, frequency and current with a Fluke meter model 381 or equal. 5.4.4. The Contractor shall test each outlet with a Cannon L-120 400Hz load bank or equal, for one minute at 0% load, thirty minutes at 50% load, and thirty minutes at 100% load. The Contractor shall document all output voltages, output currents, and output frequencies, on all three phases, at each interval change. 5.4.5. The Contractor shall perform infrared testing of all cables, cable connections, and breakers during each interval of testing with a calibrated infrared camera. FLIR or equal infrared imager with a minimum 320 x 240 resolution is required. 5.4.6. The Contractor shall provide and install an inspection tag on each outlet and cable showing testing has been completed and passed. 5.4.7. The Contractor shall provide a report containing the converter inspection and testing, each cable test, and each outlet test results within 10 days of work completion to the Engineer Technician and Electrical Shop Leader. 5.5. CLEAN UP: The Contractor shall clean up all debris and discarded materials resulting from its operations at the end of each workday. Materials shall be disposed of off post in accordance with applicable local, state and federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation will apply. No open burning will be allowed.
