- This is NOT A REQUEST FOR PROPOSAL. This is a request for information for planning purposes only. The Federal Law Enforcement Training Centers (FLETC), Glynco, Georgia, an Agency of the U.S. Department of Homeland Security is conducting market research for the following requirement: Bio-medical waste removal, Environmental Services and Safety Division, FLETC, Glynco, Georgia. The purpose of this request is to gather information with regard to industry interest, capabilities, and qualifications of firms that qualify under the Small Business Programs outlined in Federal Acquisition Regulation (FAR) Subpart 19 and have the requisite experience and skills to support the contract as a prime contractor. Services include pickup, manifest, label, transport, and disposal of bio-medical waste for all Federal Law Enforcement Training Centers (FLETC) in accordance with all Federal, State, and Local regulations. The services will be performed at FLETC, Glynco, GA., FLETC, Artesia, N.M., and FLETC, Charleston, S.C. The anticipated contract will be a single award, firm-fixed price contract with a base period of 12-months and four (4) 12-month option periods. The North American Industry Classification System Code (NAICS) is 562211 and the Small Business Standard is $35.5 million. All interested parties are invited to submit a capabilities statement to include three projects of a similar nature within the last five years that are relevant to the work that will be required under this project. Capabilities statements shall be limited to 8 pages (8 ½" X 11", single spaced) or less and provide information on the following: 1. Statement of interest in this requirement. 2. Synopsis of contractor capabilities, past performance, and experience information for contracts similar to the services listed. 3. Company size: Small; HubZone; 8(a); Small Disadvantaged; Woman-owned; Service Disabled Veteran (include all socio-economic areas for which your firm qualifies). 4. Contact information for each project cited to include name, e-mail, and phone number. Your capabilities statement shall be e-mailed to Roger Charnock, Contract Specialist, Federal Law Enforcement Training Center, at roger.charnock@dhs.gov. Responses are due June 9, 2014, 4:00 p.m. (ET). No telephone calls will be accepted. This synopsis is for information and planning purposes and is not to be construed as commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to the Sources Sought or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement. Analysis of the quantity and quality of responses to this sources sought synopsis will be heavily weighted in the market research being conducted, and in the making of any small business set-aside determination for this requirement.
