- Posted 5/7/2014: Attached is the draft Request for Proposals (RFP) issued by Space and Naval Warfare System Center Pacific (SSC Pacific) Maritime Systems Division (Code 564) for Unmanned Maritime Systems Support. The Government is seeking responses to this release in the form of comments, questions, and concerns. Please email all comments, questions, and concerns to the following email address: trapper.ballard@navy.mil Responses are welcome throughout the process; however, only responses submitted before 12:00 PM PDT on 27 May 2014 will be considered for incorporation into the final RFP. SSC Pacific may elect to respond to the comment, question, or concern via SPAWAR e-Commerce Central to ensure all interested parties have equal access to information. Please check SPAWAR e-Commerce Central continuously throughout the draft RFP period. Alternatively, SSC Pacific may elect not to directly respond to individual comments, questions, or concerns; response may be in the form of the final RFP. PLEASE NOTE: No proposals are being requested in response to this draft RFP. Industry Day Attendee Contact List ------------------------------------------- Updated information for arrival to the Unmanned Maritime Systems Support (UMSS) Industry Day: The UMSS Industry Day will be held on Wednesday, January 15th, from 0900 - 1200. The event will be held on SSC Pacific's Topside Campus in the Building A33 Auditorium. Directions to SSC Pacific Topside Campus: The best address to use to navigate to the SSC Pacific Topside Campus is to put the following address into a mapping website or GPS: 49275 Electron Drive, San Diego, CA 92152. Coming from the North or East: Take I-8 Westbound. At end of freeway, turn left onto Sunset Cliffs Blvd. Continue onto Nimitz Blvd. Turn right onto Chatsworth Blvd. Turn left onto Catalina Blvd. After approximately 1.5 miles, turn left onto Electron Drive. This will take you into the Topside Campus Gate. Coming from San Diego International Airport: From airport, head westbound on N. Harbor Drive. Turn left onto Rosecrans Street. Turn right onto Talbot Street. Turn left onto Canon Street. Turn left onto Catalina Blvd. After approximately 0.8 mile, turn left onto Electron Drive. This will take you into the Topside Campus Gate. Arrival: We will be ready to issue your badge by 0800. Please do not arrive before 0800. If you arrive between 0800 and 0850, you will drive up to the SSC Pacific gate, show the Gate Guard one form of identification (driver's lisc, etc.), then you will be directed to a parking lot on your immediate left. After you park, SSC Pacific personnel will issue your visit badge. No escort is required. You will be directed to walk to the Building A33 auditorium. Late Arrival: If you arrive after 0850, you will need to pick up your badge in the SSC Pacific Security Office (right next to the Topside gate). Do not drive up to the gate; you will need to park in the overflow lot outside the gate (very few parking spaces). This is highly discouraged, as the line is long in the morning. Parking outside of SSC Pacific is very limited. Once onboard SSC Pacific: You may go directly to the A33 Auditorium, which is located on the first level directly inside the main entrance of Building A33. If you choose, you may buy breakfast, snacks, or coffee at the SSC Pacific Cafeteria. The cafeteria is located above the main entrance on the fourth floor of Building A33. Take the stairs or elevator located directly inside the main lobby of SSC Pacific. ------------------------------------------ Posted 1/9/2014: The Technical Requirements (Section 3.0) of the draft Statement of Work (SOW) is available on SPAWAR e-Commerce Central for review prior to the Unmanned Maritime Systems Support (UMSS) Industry Day. Registration is closed for the January 15th UMSS Industry Day. Presentation materials and an Attendee List will be made available on SPAWAR e-Commerce Central at a later date. A draft RFP is anticipated to be released several weeks after Industry Day. -------------------------------------------- Posted 12/19/2013: 1. Space and Naval Warfare Systems Center, Pacific (SSC Pacific) Code 564 intends to hold an Industry Day to familiarize potential Offerors with the requirements for their Unmanned Maritime Systems Support (UMSS) acquisition, N66001-14-R-0028. The Industry Day will be held at SSC Pacific on Weds, January 15th from 0900-1130AM in San Diego, CA onboard the Naval Base Point Loma "Topside" campus in the Building A33 Auditorium. 2. The purpose of the UMSS Industry Day is to: 1) improve the understanding of Government requirements and 2) provide prospective Offerors an opportunity for networking (i.e. for such purposes as subcontracting opportunities, etc.). 3. The scope of the UMSS requirement is anticipated to include: a. Studies and Analysis b. Requirements, Specifications, and Design c. Fabrication, Development, Integration, Assembly, and Installation d. Test and Evaluation e. Fielding and Operations f. Deport Maintenance Support g. Training h. Logistics i. Documentation, Administration, Configuration Management, and Program Management Further information is available in the pre-solicitation synopsis for N66001-14-R-0028. 4. To support this requirement, SSC Pacific intends to compete this effort as a full and open competition. This effort will be formally solicited under one Request for Proposal (RFP), which is anticipated to result in a multiple award contract (MAC). Delivery/task orders will be competed amongst the awardees for specific requirements within the scope of the contract (s). SSC Pacific will release a draft RFP for N66001-14-R-0028 through the SPAWAR e- Commerce Central (https://e-commerce.sscno.nmci.navy.mil/). SSC Pacific will attempt to issue the draft RFP before the UMSS Industry Day; if not before, soon thereafter. Extensive small business subcontracting opportunities are anticipated. 5. Attendee limitation: Due to limited seating and parking, potential Offerors will be limited to 2 Industry Day attendees per company. 6. If you plan on attending, please email Trapper Ballard, SSC Pacific Contract Specialist, at trapper.ballard@navy.mil by no later than 30 December 2013. Include your company name, company CAGE code, and name of attendees (two maximum), phone number, and email address. Please indicate whether you are a large or small business under NAICS 541330. Finally, indicate whether or not you will permit SSC Pacific to distribute your company contact information. 7. Visit request: SSC Pacific is a secure campus, and requires a visit request processed by SSC Pacific Security prior to being allowed onboard. Arriving at SSC Pacific: Once your visit request has been approved, you will pick up your visitor's badge between 0730-0900AM in the SSC Pacific Security Office (Topside), right next to the main gate (49275 Electron Drive, San Diego, CA 92152). Your pass will allow you to park onboard the SSC Pacific Topside campus. Building A33 is the largest building on the campus. The auditorium is directly inside the main entrance to building A33. 9. Attendance on Industry Day is NOT a requirement and in no way prohibits any company from submitting a proposal in response to any forthcoming solicitation. The Industry Day for this requirement will only address information related to the UMSS acquisition. Further, prospective Offerors do not have to attend the Industry Day in order to obtain presentation materials or submit questions. All presentation material given at the Industry Day will be made available to prospective Offerors via SPAWAR e-Commerce Central (https://e- commerce.sscno.nmci.navy.mil/). The UMSS pre-solicitation notice is listed as N66001-14-R- 0028. 10. Agenda: Industry Day will include presentations from SSC Pacific Code 564 technical personnel and SSC Pacific Contracts, a question and answer session, and an introduction of industry attendees for networking purposes. 11. An Industry Day is tentatively scheduled for mid-January 2014 at SSC Pacific in San Diego, CA. The RFP will follow in the February/March 2014 timeframe. ---------------------------------------------- Posted 9/26/2013: The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends to issue Request for Proposal (RFP) No. N66001-14-R-0028 for Unmanned Maritime Systems Support. SSC Pacific Maritime Systems Division (Code 56400) has been tasked to manage the deployment and operation of unmanned maritime systems, and to contract for engineering and technical services in support of these systems. These services are required to support the emergent Office of the Secretary of Defense requirement for deployment of prototype and operational systems used in defense against an array of underwater threats, including mines and improvised explosive devices, to several geographic Areas of Responsibility. To meet overall mission responsibilities, service support is required for these capabilities in the areas of: studies and analysis; requirements, specifications, and design; fabrication, development, integration, assembly, and installation; test and evaluation; fielding and operations; depot maintenance support; training; logistics; and documentation, administration, configuration management, and program management. This acquisition is a follow-on procurement to N66001-09-D-0032, which was awarded to EDO Professional Services on 22 July 2009. Acquisition planning began in January 2013. A market survey to determine small business capability was posted on SPAWAR E-Commerce Central on 24 January 2013. After thorough review of the small business respondents' capabilities, SSC Pacific intends to solicit the requirement using full and open competition. Multiple awards are anticipated. This proposed contract has security requirements at the Secret level. The anticipated contract type will be Cost-Plus-Fixed-Fee, Indefinite Delivery, Indefinite Quantity with a three-year base period and two one-year option periods. Subsequent Task Orders will be issued for individual efforts. The estimated level of effort, based upon Full Time Equivalents (FTE's), will be approximately 175 per year. Each FTE is estimated to be 2,080 hours per year. The North American Industry Classification System (NAICS) Code is 541330 and the Small Business Size Standard is $35.5M. The estimated value of the acquisition is $245M. Draft and final RFPs will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC Pacific "Open Solicitations".
