Description

(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) The applicable solicitation number is VA250-14-Q-0328 and it is issued as a request for quote (RFQ). Ensure responses include this solicitation number. (3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. (4) This procurement is a 100% Small Business set-aside IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code for this acquisition is 333921. For the purpose of this procurement the small business size standard is 500 employees. (5) Requirement: Contractor is to furnish all labor, materials, tools and supervision necessary to replace the Compensation Ropes on the Montgomery Kone Analog DC Drive Passenger Elevators 1 thru 6 and Service Elevators 1, 2 & 3 located in Building 330. The Ropes shall be Five (5) ropes Measuring 5/8 inch in Diameter. New Rope Shackles shall be installed on the car side. All work shall be performed during normal working hours Monday-Friday 8am to 5pm. Each elevator's down time or repair work shall be scheduled with the Dayton VA's Engineering Department. No addenda are attached. FAR 52.212-2, Evaluation -Commercial Items (Jan 1999) as amended. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the Lowest Priced Technically Acceptable offer. Technical and Past Performance factors, when combined, are equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
