Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project to Repair Timber Fenders and Concrete Repairs, Stamford Hurricane Barrier, Stamford, Connecticut to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. The estimated construction cost is between $100,000.00 and $500,000.00. The project is planned to be issued on or about July 2014. The construction is scheduled to occur between September 2014 and December 2014. The work of this project involves replacement of a portion of the timber fender system and performing concrete repairs at the Stamford Hurricane Barrier in Stamford, Connecticut. Repairs to the timber fender system involve renovation of the southwest wingwall fenders, southeast wingwall fenders, northwest wingwall fenders, west side channel fenders, and east side channel fenders. Specific work includes replacing large timbers, galvanized steel hardware and expansion anchor bolts, HDPE facings, guide arm assemblies, brackets, steel straps, rubber blocks, galvanized steel ladders, and related items. This work will involve procurement of marine grade timbers, complex custom fabricated galvanized steel brackets and other assemblies, and execution of limited field welding. Concrete repair involves work at the east loading platform haunch, southwest rubber fender anchorage, gate arm entrance to the east abutment shelter, east and west abutment wingwalls, interior trolley guide corridor joints, and east and west loading platform. Unsound concrete shall be removed to a minimum depth of two inches and a maximum depth of six inches. The work site is located in a navigation channel, which will remain open to traffic during the prosecution of the work. A large portion of the work is anticipated to be performed from a barge within the limits of this channel. The Contractor shall provide such traffic controls as necessary during the time his equipment is in the navigation channel, and will be required to conduct the work in such manner as to obstruct the navigation channel as little as possible. In those instances where the Contractor's barge or other equipment so obstructs the channel as to make difficult or endanger the passage of vessels, said equipment shall be promptly moved on the approach of any vessel to such an extent as may be necessary to afford a practicable passage. Replacement or realignment of timbers and other parts of the fender system, particularly at the wingwall and channel fenders, will require work to be performed at low tide. Work on the lower row of channel fender timbers will require scheduling around negative low tides, and in conjunction with hurricane barrier gate operations. The Contractor shall employ ample personnel and sufficient equipment to accomplish the work of this contract in the least amount of time and to ensure this work on the lower timber rows is fully accomplished during the limited opportunities to access them. Close coordination between the Contractor and the Government will be required for all anticipated gate operations as necessary for the execution of the work. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work requirements stated above. Firms must submit past demonstrated construction experience with performing marine timber fender, steel, and concrete repair work, similar to that described above, while working from a barge in a marine environment. This experience must have been performed within the last five years. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required.
